Plani i sapo zbuluar synon t\u00eb inkurajoj\u00eb shpenzimet e konsumator\u00ebve si pjes\u00eb e p\u00ebrpjekjeve m\u00eb t\u00eb gjera p\u00ebr t\u00eb stimuluar rritjen ekonomike. Ai mbart nj\u00eb gam\u00eb t\u00eb gjer\u00eb q\u00ebllimesh sociale, duke p\u00ebrfshir\u00eb rritjen e nivelit t\u00eb t\u00eb ardhurave, p\u00ebrmir\u00ebsimin e kujdesit p\u00ebr t\u00eb moshuarit, mb\u00ebshtetjen p\u00ebr kujdesin ndaj f\u00ebmij\u00ebve dhe promovimin e nj\u00eb balance m\u00eb t\u00eb mir\u00eb mes pun\u00ebs dhe jet\u00ebs. P\u00ebr her\u00eb t\u00eb par\u00eb, plani gjithashtu synon t\u00eb stabilizoj\u00eb tregjet e aksioneve dhe t\u00eb banesave, me q\u00ebllim rritjen e besimit t\u00eb konsumator\u00ebve dhe aft\u00ebsis\u00eb s\u00eb tyre p\u00ebr t\u00eb shpenzuar.<\/p>\n<p>Plani, i l\u00ebshuar nga Zyra e P\u00ebrgjithshme e Komitetit Qendror t\u00eb PKK-s\u00eb dhe Zyra e P\u00ebrgjithshme e K\u00ebshillit t\u00eb Shtetit, synon t\u00eb rris\u00eb fuqish\u00ebm konsumin, t\u00eb stimuloj\u00eb k\u00ebrkes\u00ebn e brendshme dhe t\u00eb rris\u00eb fuqin\u00eb e shpenzimeve duke rritur t\u00eb ardhurat dhe duke reduktuar barr\u00ebn fiskale. Ai synon gjithashtu t\u00eb gjeneroj\u00eb k\u00ebrkes\u00eb efektive p\u00ebrmes ofert\u00ebs me cil\u00ebsi t\u00eb lart\u00eb, t\u00eb p\u00ebrmir\u00ebsoj\u00eb mjedisin e konsumit dhe t\u00eb adresoj\u00eb kufizimet e theksuara n\u00eb konsum. K\u00ebto masa zbulojn\u00eb nj\u00eb qasje t\u00eb nuancuar gjeografikisht, me politika t\u00eb synuara p\u00ebr zonat rurale dhe qendrat urbane, duke u lejuar autoriteteve lokale fleksibilitet n\u00ebp\u00ebrmjet zbatimit bazuar n\u00eb kushtet rajonale.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Politikat e Qeveris\u00eb Qendrore t\u00eb Kin\u00ebs <\/strong><\/p>\n<p>Pas shpalosjes s\u00eb planit shum\u00eb besojn\u00eb se ato d\u00ebrgojn\u00eb nj\u00eb sinjal politik t\u00eb r\u00ebnd\u00ebsish\u00ebm: Kina tani po i jep p\u00ebrpar\u00ebsi konsumit dhe mir\u00ebqenies s\u00eb qytetar\u00ebve t\u00eb saj, p\u00ebrve\u00e7 fokusit t\u00eb saj n\u00eb teknologji, inovacion dhe prodhim. Qasja makroekonomike e orientuar nga njer\u00ebzit, p\u00ebrfaq\u00ebson nj\u00eb pik\u00eb ky\u00e7e p\u00ebr Kin\u00ebn. Ky ndryshim drejt prioritizimit t\u00eb konsumit mund t\u00eb ndihmoj\u00eb n\u00eb leht\u00ebsimin e disa tensioneve tregtare q\u00eb po ndodhin globalisht, ve\u00e7an\u00ebrisht atyre midis Kin\u00ebs dhe Shteteve t\u00eb Bashkuara. Politikat shihen n\u00eb kontekstin e nj\u00eb mjedisi t\u00eb nd\u00ebrlikuar gjeopolitik, gjeoekonomik dhe tregtar, i cili mund t\u00eb sjell\u00eb m\u00eb shum\u00eb nd\u00ebrveprime midis Kin\u00ebs dhe SHBA-s\u00eb n\u00eb muajt e ardhsh\u00ebm.<\/p>\n<p>Pavar\u00ebsisht tensioneve tregtare, tregu i konsumit t\u00eb Kin\u00ebs \u00ebsht\u00eb aq i madh saq\u00eb k\u00ebto \u00e7\u00ebshtje mund t\u00eb mos ken\u00eb ndikim t\u00eb m\u00ebtejsh\u00ebm n\u00eb rritjen e konsumit t\u00eb brendsh\u00ebm. Politikat nga qeveria qendrore kan\u00eb filluar t\u00eb japin frytet e tyre, me rritjen e shpenzimeve t\u00eb konsumator\u00ebve q\u00eb po tregon shenja rikuperimi. Rritja e fort\u00eb e regjistruar gjat\u00eb vitit t\u00eb kaluar \u00a0\u00ebsht\u00eb nj\u00eb zhvillim i r\u00ebnd\u00ebsish\u00ebm q\u00eb tregon nj\u00eb tendenc\u00eb pozitive p\u00ebr tregun e brendsh\u00ebm. \u00a0K\u00ebto politika kan\u00eb t\u00eb b\u00ebjn\u00eb me faktin se njer\u00ebzit kan\u00eb besim n\u00eb t\u00eb ardhmen e tyre dhe gjithashtu n\u00eb potencialin e ekonomis\u00eb s\u00eb Kin\u00ebs.<\/p>\n<p>Nga nj\u00eb k\u00ebndv\u00ebshtrim ekonomik, jan\u00eb dy gj\u00ebra q\u00eb zakonisht ndikojn\u00eb n\u00eb konsumin:<\/p>\n<p><strong>T\u00eb ardhurat<\/strong>: P\u00ebr sa koh\u00eb q\u00eb t\u00eb ardhurat e njer\u00ebzve fillojn\u00eb t\u00eb rriten, ata jan\u00eb t\u00eb gatsh\u00ebm t\u00eb shpenzojn\u00eb dhe t\u00eb ndajn\u00eb nj\u00eb p\u00ebrqindje t\u00eb buxhetit t\u00eb tyre p\u00ebr mallra t\u00eb konsumit.<\/p>\n<p><strong>Efekti i pasuris\u00eb<\/strong>: Fakti q\u00eb tregu i aksioneve n\u00eb Kin\u00eb ka filluar t\u00eb p\u00ebrmir\u00ebsohet, performanca ka qen\u00eb mjaft e mir\u00eb sidomos gjat\u00eb dy muajve t\u00eb fundit, kjo sjell m\u00eb shum\u00eb besim n\u00eb pasurin\u00eb e njer\u00ebzve. Me fjal\u00eb t\u00eb tjera, ata ndihen m\u00eb t\u00eb sigurt dhe m\u00eb t\u00eb pasur, gj\u00eb q\u00eb rrit gatishm\u00ebrin\u00eb e tyre p\u00ebr t\u00eb shpenzuar m\u00eb shum\u00eb.<\/p>\n<p>Faktor\u00ebt e tjer\u00eb si ndjenja e siguris\u00eb p\u00ebr t\u00eb ardhmen n\u00eb lidhje me kujdesin sh\u00ebndet\u00ebsor, qasjen n\u00eb arsim t\u00eb p\u00ebrballuesh\u00ebm, jan\u00eb gjithashtu t\u00eb r\u00ebnd\u00ebsish\u00ebm.Nj\u00eb pjes\u00eb e madhe e shpenzimeve t\u00eb shpallura n\u00eb planin e veprimit tashm\u00eb ishin p\u00ebrfshir\u00eb n\u00eb buxhet, k\u00ebshtu q\u00eb nuk mund t\u00eb presim m\u00eb shum\u00eb fonde p\u00ebrtej asaj q\u00eb \u00ebsht\u00eb parashikuar n\u00eb buxhet p\u00ebr momentin.<\/p>\n<p>Rruga p\u00ebr konsum m\u00eb t\u00eb fort\u00eb ka nisur tashm\u00eb. Megjithat\u00eb, nj\u00eb pjes\u00eb e madhe e popullat\u00ebs ende nuk \u00ebsht\u00eb pjes\u00eb e klas\u00ebs s\u00eb mesme, dhe k\u00ebtu shp\u00ebrndarja e t\u00eb ardhurave\u2014si shp\u00ebrndarja funksionale e t\u00eb ardhurave (pjesa e pagave n\u00eb ekonomi) ashtu edhe shp\u00ebrndarja nd\u00ebrpersonale e t\u00eb ardhurave\u2014do t\u00eb luaj\u00eb nj\u00eb rol.<\/p>\n<p>Disa vjet m\u00eb par\u00eb, kur u lan\u00e7ua teoria e qarkullimit t\u00eb dyfisht\u00eb, kishte nj\u00eb artikull n\u00eb <em>People&#8217;s Daily<\/em> q\u00eb thoshte se ka dy aspekte p\u00ebr t\u2019u marr\u00eb parasysh: nj\u00ebra, reformat e an\u00ebs s\u00eb ofert\u00ebs dhe tjetra, reformat e shp\u00ebrndarjes s\u00eb t\u00eb ardhurave. Ky \u00ebsht\u00eb nj\u00eb fillim i mir\u00eb p\u00ebr t\u00eb menduar se si mund t\u00eb mb\u00ebshtetet rritja e konsumit, pasi kjo k\u00ebrkon politika t\u00eb shp\u00ebrndarjes s\u00eb t\u00eb ardhurave q\u00eb do t\u00eb \u00e7ojn\u00eb n\u00eb rritje t\u00eb q\u00ebndrueshme t\u00eb konsumit. P\u00ebr ta th\u00ebn\u00eb m\u00eb thjesht, duhet t\u00eb ket\u00eb m\u00eb shum\u00eb njer\u00ebz pjes\u00eb t\u00eb klas\u00ebs s\u00eb mesme, klas\u00ebs konsumatore. Vet\u00ebm rritja e pagave nuk do t\u00eb mjaftoj\u00eb; duhet t\u00eb b\u00ebhet m\u00eb shum\u00eb. Ky konsum vjen kryesisht nga klasa e mesme dhe e lart\u00eb. Ata kan\u00eb para n\u00eb bank\u00eb, dhe dallohet nga bilanci i llogarive t\u00eb tyre bankare ka qen\u00eb duke u rritur shpejt n\u00eb vitet e fundit.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Fushat e aksionit <\/strong><\/p>\n<p>Plani i ri synon nj\u00eb gam\u00eb t\u00eb gjer\u00eb fushash duke k\u00ebrkuar t\u00eb rris\u00eb kapacitetin e konsumit, t\u00eb promovoj\u00eb gatishm\u00ebrin\u00eb p\u00ebr t\u00eb shpenzuar, t\u00eb optimizoj\u00eb mjedisin e konsumit dhe t\u00eb heq\u00eb pengesat q\u00eb kufizojn\u00eb rritjen. Objektivi kryesor i planit \u00ebsht\u00eb t\u00eb rris\u00eb t\u00eb ardhurat e banor\u00ebve p\u00ebrmes disa masave ky\u00e7e. K\u00ebto masa fokusohen n\u00eb promovimin e rritjes s\u00eb pagave, zgjerimin e kanaleve p\u00ebr t\u00eb ardhurat nga pron\u00ebsia dhe adresimin e pabarazive t\u00eb t\u00eb ardhurave midis popullat\u00ebs urbane dhe rurale. Nj\u00eb pjes\u00eb e madhe e k\u00ebsaj p\u00ebrpjekjeje \u00ebsht\u00eb e p\u00ebrqendruar n\u00eb promovimin e rritjeve t\u00eb arsyeshme t\u00eb pagave n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm, sigurimin e m\u00eb shum\u00eb mund\u00ebsive p\u00ebr gjenerimin e t\u00eb ardhurave dhe zgjerimin e mjeteve financiare p\u00ebr t\u00eb rritur pasurin\u00eb personale. Duke p\u00ebrmir\u00ebsuar nivelet e t\u00eb ardhurave, qeveria k\u00ebrkon t\u00eb rris\u00eb kapacitetin e njer\u00ebzve p\u00ebr t\u00eb shpenzuar dhe, si rrjedhoj\u00eb, t\u00eb stimuloj\u00eb tregun e brendsh\u00ebm.<\/p>\n<p>Tregu i kapitalit n\u00eb Kin\u00eb ka nj\u00eb ndikim t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb t\u00eb ardhurat nga pron\u00ebsia e banor\u00ebve dhe plani i ri nd\u00ebrtohet mbi p\u00ebrpjekjet e fundit p\u00ebr t\u00eb stabilizuar tregjet e aksioneve dhe t\u00eb pasurive t\u00eb patundshme. Q\u00eb nga shtatori 2024, politikat jan\u00eb zbatuar p\u00ebr t\u00eb stabilizuar k\u00ebto tregje, duke pasqyruar angazhimin e autoriteteve qendrore p\u00ebr t\u00eb dh\u00ebn\u00eb p\u00ebrpar\u00ebsi stabilitetit ekonomik. Plani i veprimit t\u00eb ve\u00e7ant\u00eb premton t\u00eb forcoj\u00eb m\u00eb tej k\u00ebto p\u00ebrpjekje duke u p\u00ebrqendruar n\u00eb reformat e tregut dhe zhvillimin m\u00eb t\u00eb sh\u00ebndetsh\u00ebm financiar.<\/p>\n<p>Qeveria po propozon gjithashtu nj\u00eb rritje t\u00eb pensioneve urbane dhe rurale, t\u00eb cilat pritet t\u00eb rriten ndjesh\u00ebm gjat\u00eb viteve t\u00eb ardhshme. Pensionet urbane dhe rurale duhet t\u00eb rriten me afate, 2, 3 dhe 5 vje\u00e7are. Krijimi i nj\u00eb sistemi t\u00eb unifikuar komb\u00ebtar t\u00eb sigurimeve t\u00eb pensioneve \u00ebsht\u00eb nj\u00eb p\u00ebrb\u00ebr\u00ebs qendror i planit t\u00eb veprimit. Kjo reform\u00eb do t\u00eb leht\u00ebsoj\u00eb transferimin e sigurimeve t\u00eb pensioneve n\u00eb t\u00eb gjith\u00eb rajonet, duke i lejuar individ\u00ebt t\u00eb l\u00ebvizin lirsh\u00ebm p\u00ebr pun\u00ebsim pa humbur p\u00ebrfitimet e tyre t\u00eb pensionit. Kjo \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme p\u00ebr miliona pun\u00ebtor\u00eb migrant\u00eb q\u00eb p\u00ebrb\u00ebjn\u00eb shtyll\u00ebn kurrizore t\u00eb sektor\u00ebve t\u00eb prodhimit dhe sh\u00ebrbimeve n\u00eb Kin\u00eb. Duke mbrojtur t\u00eb drejtat e tyre dhe duke siguruar vazhdim\u00ebsin\u00eb e p\u00ebrfitimeve t\u00eb tyre t\u00eb sigurimeve shoq\u00ebrore, plani synon t\u00eb promovoj\u00eb l\u00ebvizshm\u00ebrin\u00eb m\u00eb t\u00eb madhe t\u00eb fuqis\u00eb pun\u00ebtore dhe t\u00eb krijoj\u00eb nj\u00eb treg pune m\u00eb efikas dhe gjith\u00ebp\u00ebrfshir\u00ebs. K\u00ebto reforma, t\u00eb kombinuara me p\u00ebrpjekjet e tjera p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar mjedisin e konsumit, pritet t\u00eb \u00e7ojn\u00eb n\u00eb rritjen e besimit t\u00eb konsumator\u00ebve dhe nj\u00eb ekonomi m\u00eb dinamike t\u00eb brendshme.<\/p>\n<p>Plani synon grupe t\u00eb c\u00ebnueshme si pun\u00ebtor\u00ebt migrant\u00eb rural\u00eb, punonj\u00ebsit fleksib\u00ebl dhe pun\u00ebtor\u00ebt n\u00eb format e reja t\u00eb pun\u00ebsimit, duke siguruar t\u00eb drejtat e tyre dhe aksesin n\u00eb sh\u00ebrbimet thelb\u00ebsore. Duke zgjeruar burimet arsimore n\u00eb qytetet e m\u00ebdha dhe duke hequr kufizimet e regjistrimit familjar, plani \u00ebsht\u00eb krijuar p\u00ebr nj\u00eb mjedis konsumimi m\u00eb gjith\u00ebp\u00ebrfshir\u00ebs, ku t\u00eb gjith\u00eb qytetar\u00ebt kan\u00eb qasje m\u00eb t\u00eb madhe n\u00eb sh\u00ebrbimet publike. Kjo \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme p\u00ebr pun\u00ebtor\u00ebt migrant\u00eb rural\u00eb, t\u00eb cil\u00ebt kontribuojn\u00eb ndjesh\u00ebm n\u00eb ekonomit\u00eb urbane t\u00eb Kin\u00ebs, por shpesh p\u00ebrballen me sfida p\u00ebr t\u00eb hyr\u00eb n\u00eb sh\u00ebrbime baz\u00eb si sigurimi sh\u00ebndet\u00ebsor dhe pensionet.<\/p>\n<p>Nj\u00eb tjet\u00ebr fokus kritik i planit t\u00eb veprimit t\u00eb ve\u00e7ant\u00eb \u00ebsht\u00eb p\u00ebrmir\u00ebsimi i cil\u00ebsis\u00eb s\u00eb konsumit t\u00eb sh\u00ebrbimeve, i cili shihet si nj\u00eb nxit\u00ebs kryesor i rritjes s\u00eb q\u00ebndrueshme ekonomike. Kina synon t\u00eb optimizoj\u00eb sh\u00ebrbimet n\u00eb sektor\u00eb kryesor\u00eb si kujdesi p\u00ebr t\u00eb moshuarit, kujdesi p\u00ebr f\u00ebmij\u00ebt, aktivitetet kulturore, sportet dhe turizmi, nd\u00ebrkoh\u00eb q\u00eb gjithashtu zgjerohet hapja e industris\u00eb s\u00eb sh\u00ebrbimeve p\u00ebr t\u00eb p\u00ebrmbushur nevojat n\u00eb ndryshim t\u00eb popullsis\u00eb.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Nj\u00eb plan i mir\u00ebmenduar<\/strong><\/p>\n<p>N\u00eb fakt, k\u00ebto masa nuk dol\u00ebn papritur ose pa asnj\u00eb vler\u00ebsim t\u00eb gjithansh\u00ebm. Kan\u00eb filluar her\u00ebt dhe jan\u00eb shfaqur nga fundi i vitit t\u00eb kaluar. N\u00eb Konferenc\u00ebn Qendrore t\u00eb Pun\u00ebs Ekonomike t\u00eb zhvilluar n\u00eb dhjetor 2024, nxitja e konsumit u rendit e para nd\u00ebr n\u00ebnt\u00eb detyrat kryesore t\u00eb zhvillimit t\u00eb vitit 2025. Sipas tekstit t\u00eb dal\u00eb nga konferenca, duhen b\u00ebr\u00eb p\u00ebrpjekje p\u00ebr t\u00eb nxitur fuqish\u00ebm konsumin, p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar efikasitetin e investimeve dhe p\u00ebr t\u00eb zgjeruar k\u00ebrkes\u00ebn e brendshme n\u00eb t\u00eb gjitha frontet. Duhet t\u00eb zbatohet nj\u00eb fushat\u00eb e ve\u00e7ant\u00eb dedikuar stimulimit t\u00eb konsumit dhe t\u00eb b\u00ebhen p\u00ebrpjekje p\u00ebr t\u00eb rritur t\u00eb ardhurat, p\u00ebr t\u00eb leht\u00ebsuar barr\u00ebn e grupeve me t\u00eb ardhura t\u00eb ul\u00ebta dhe mesatare, p\u00ebr t\u00eb rritur aft\u00ebsin\u00eb, vullnetin dhe nivelin e konsumit. Duhet t\u00eb punohet p\u00ebr rritjen e duhur t\u00eb pensioneve baz\u00eb p\u00ebr pensionist\u00ebt dhe rritjen e p\u00ebrfitimeve baz\u00eb t\u00eb pleq\u00ebris\u00eb dhe subvencioneve t\u00eb qeveris\u00eb p\u00ebr sigurimet sh\u00ebndet\u00ebsore p\u00ebr banor\u00ebt rural\u00eb dhe urban\u00eb q\u00eb nuk punojn\u00eb. P\u00ebrmir\u00ebsimet n\u00eb shkall\u00eb t\u00eb gjer\u00eb t\u00eb pajisjeve dhe programet e tregtis\u00eb s\u00eb mallrave t\u00eb konsumit duhet t\u00eb promovohen me intensitet dhe shtrirje m\u00eb t\u00eb madhe.<\/p>\n<p>Takimi b\u00ebri thirrje p\u00ebr organizim dhe koordinim m\u00eb t\u00eb mir\u00eb nga lart-posht\u00eb p\u00ebr t\u00eb ofruar mb\u00ebshtetje m\u00eb t\u00eb fort\u00eb p\u00ebr zbatimin e strategjive kryesore komb\u00ebtare dhe nd\u00ebrtimin e kapaciteteve t\u00eb siguris\u00eb n\u00eb fushat kryesore. Investimet nga buxheti i qeveris\u00eb qendrore duhet t\u00eb rriten si\u00e7 duhet. Duhet t\u00eb punohet gjithashtu p\u00ebr t\u00eb forcuar koordinimin fiskal dhe financiar p\u00ebr t\u00eb mund\u00ebsuar investimet e qeveris\u00eb p\u00ebr t\u00eb nxitur n\u00eb m\u00ebnyr\u00eb efektive investimet joqeveritare. Projektet e m\u00ebdha sipas Planit Pes\u00ebvje\u00e7ar t\u00eb 15-t\u00eb duhet t\u00eb planifikohen her\u00ebt, projektet e rinovimit urban duhet t\u00eb kryhen me energji dhe veprime t\u00eb ve\u00e7anta duhet t\u00eb kryhen p\u00ebr t\u00eb ulur kostot e logjistik\u00ebs n\u00eb t\u00eb gjith\u00eb shoq\u00ebrin\u00eb.<\/p>\n<p>N\u00eb raportin e pun\u00ebs s\u00eb qeveris\u00eb t\u00eb publikuar n\u00eb sesionin vjetor legjislativ (mars 2025), nxitja e konsumit u p\u00ebrmend p\u00ebrs\u00ebri si detyra par\u00ebsore e qeveris\u00eb gjat\u00eb k\u00ebtij viti. Plani, i organizuar n\u00eb tet\u00eb seksione kryesore, miraton nj\u00eb qasje gjith\u00ebp\u00ebrfshir\u00ebse duke adresuar nj\u00ebkoh\u00ebsisht faktor\u00eb t\u00eb till\u00eb si rritja e t\u00eb ardhurave, p\u00ebrmir\u00ebsimi i cil\u00ebsis\u00eb s\u00eb konsumit e t\u00eb sh\u00ebrbimit.
