Vendet e BRICS jan\u00eb t\u00eb larmishme p\u00ebr sa i p\u00ebrket sistemit t\u00eb tyre ekonomik dhe politik, gj\u00eb q\u00eb ndonj\u00ebher\u00eb mund ta b\u00ebj\u00eb sfiduese arritjen e nj\u00eb konsensusi p\u00ebr \u00e7\u00ebshtje t\u00eb caktuara, por mund\u00ebsit\u00eb dhe potencialet jan\u00eb shum\u00eb m\u00eb t\u00eb m\u00ebdha se sfidat.<\/p>\n<p>Produkti i Brendsh\u00ebm Bruto (PBB) i kombinuar i nj\u00ebmb\u00ebdhjet\u00eb vendeve an\u00ebtare t\u00eb BRICS parashikohet t\u00eb tejkaloj\u00eb mesataren globale n\u00eb vitin 2025, sipas raportit t\u00eb Perspektiv\u00ebs Ekonomike Bot\u00ebrore t\u00eb publikuar n\u00eb prill nga Fondi Monetar Nd\u00ebrkomb\u00ebtar (FMN).<\/p>\n<p>N\u00eb vitin 2024, BRICS s\u00eb bashku arrit\u00ebn nj\u00eb rritje t\u00eb PBB-s\u00eb prej 4%, nd\u00ebrsa rritja bot\u00ebrore ishte 3.3%. T\u00eb dh\u00ebnat e FMN-s\u00eb zbulojn\u00eb gjithashtu se BRICS p\u00ebrb\u00ebnin 40% t\u00eb ekonomis\u00eb globale (e matur nga Pariteti i Fuqis\u00eb Bler\u00ebse, PPP) n\u00eb vitin 2024, me parashikime q\u00eb rriten n\u00eb 41% n\u00eb vitin 2025. Me zgjerimin e fundit dhe p\u00ebrfshirja e vendeve me burime t\u00eb m\u00ebdha natyrore kan\u00eb sjell\u00eb BRICS n\u00eb nj\u00eb pozicion strategjik p\u00ebr kontrollin e 80% t\u00eb rezervave globale t\u00eb naft\u00ebs, duke u b\u00ebr\u00eb k\u00ebshtu nj\u00eb aktor ky\u00e7 n\u00eb tregjet energjetike dhe n\u00eb sigurin\u00eb ekonomike bot\u00ebrore. Kjo pesh\u00eb ekonomike dhe demografike i jep BRICS nj\u00eb pozicion unik p\u00ebr t\u00eb negociuar dhe p\u00ebr t\u00eb k\u00ebrkuar reforma n\u00eb mekanizmat ekzistues t\u00eb rendit nd\u00ebrkomb\u00ebtar.<\/p>\n<p><strong>Diversiteti dhe potenciali i BRICS<\/strong><\/p>\n<p>P\u00ebrmbledhur n\u00eb akronimin e thjesht\u00eb BRICS lidhen realitete shum\u00eb komplekse dhe t\u00eb ndryshme. Grupimi aktualisht p\u00ebrb\u00ebhet nga 11 vende an\u00ebtare dhe 10 vende partnere. Akronimi BRIC u krijua n\u00eb vitin 2001 dhe samiti i par\u00eb mes Brazilit, Kin\u00ebs, Indis\u00eb dhe Rusis\u00eb u mbajt n\u00eb vitin 2009. Afrika e Jugut iu bashkua n\u00eb vitin 2011. Gjasht\u00eb an\u00ebtar\u00eb t\u00eb rinj u shtuan n\u00eb vitet 2024 dhe 2025: Egjipti, Etiopia, Irani, Arabia Saudite, Emiratet e Bashkuara Arabe dhe Indonezia. N\u00eb tetor 2024 u shpall\u00ebn n\u00ebnt\u00eb vende partnere: Bjellorusia, Bolivia, Kuba, Kazakistani, Malajzia, Nigeria, Tailanda, Uganda dhe Uzbekistani. Vietnami u b\u00eb partneri i 10-t\u00eb muajin e kaluar.<\/p>\n<p>Q\u00eb nga themelimi i tij, BRICS ka nd\u00ebrtuar nj\u00eb rrug\u00eb bashk\u00ebpunimi q\u00eb, p\u00ebrkund\u00ebr sfidave t\u00eb m\u00ebdha, ka gjetur m\u00ebnyra p\u00ebr t\u00eb mbetur i bashkuar p\u00ebrmes besimit dhe dialogut t\u00eb vazhduesh\u00ebm. \u00a0P\u00ebr vendet n\u00eb zhvillim, BRICS p\u00ebrfaq\u00ebson nj\u00eb mund\u00ebsi p\u00ebr t\u00eb nd\u00ebrtuar ura t\u00eb reja bashk\u00ebpunimi q\u00eb nuk jan\u00eb n\u00eb kund\u00ebrshtim me sistemin nd\u00ebrkomb\u00ebtar, por q\u00eb ofrojn\u00eb nj\u00eb alternativ\u00eb q\u00eb i jep m\u00eb shum\u00eb pesh\u00eb z\u00ebrit t\u00eb tyre dhe mund\u00ebsi p\u00ebr investime t\u00eb reja dhe projekte infrastrukturore t\u00eb nevojsh\u00ebm p\u00ebr zhvillimin e q\u00ebndruesh\u00ebm. Ky mekaniz\u00ebm bashk\u00ebpunimi \u00ebsht\u00eb i hapur dhe gjith\u00ebp\u00ebrfshir\u00ebs, ku vendet e an\u00ebtar\u00ebsuara dhe ato q\u00eb aspirojn\u00eb t\u00eb bashkohen trajtohen si t\u00eb barabarta, duke eliminuar ndarjet tradicionale hierarkike n\u00eb baz\u00eb t\u00eb fuqis\u00eb ekonomike, ushtarake apo politike, gj\u00eb q\u00eb e b\u00ebn BRICS nj\u00eb fenomen unik n\u00eb sken\u00ebn nd\u00ebrkomb\u00ebtare.<\/p>\n<p><strong>\u00a0<\/strong><strong>Samiti i 17-t<\/strong>\u00eb<strong> i BRICS<\/strong><\/p>\n<p>N\u00eb fillim korriku 2025 udh\u00ebheq\u00ebs t\u00eb r\u00ebnd\u00ebsish\u00ebm u mblodh\u00ebn n\u00eb Samitin e 17-t\u00eb t\u00eb BRICS n\u00eb Rio de Janeiro, Brazil, duke u fokusuar te strategjit\u00eb p\u00ebr stabilitet n\u00eb nj\u00eb koh\u00eb kur volatiliteti global po p\u00ebrkeq\u00ebsohet. Udh\u00ebheq\u00ebsit e BRICS k\u00ebrkojn\u00eb nj\u00eb rend nd\u00ebrkomb\u00ebtar t\u00eb drejt\u00eb dhe t\u00eb balancuar. Kina vazhdon t\u00eb jet\u00eb shtylla kryesore e sinergjis\u00eb brenda BRICS, si partneri kryesor tregtar p\u00ebr shum\u00eb an\u00ebtar\u00eb. Tregtia n\u00eb rritje e Kin\u00ebs, tregu i madh konsumator ka ndihmuar n\u00eb integrimin e k\u00ebtij blloku dhe n\u00eb r\u00ebnd\u00ebsin\u00eb gjithnj\u00eb n\u00eb rritje t\u00eb samiteve t\u00eb BRICS.<\/p>\n<p>Deklarata p\u00ebrfundimtare e Samitit t\u00eb 17-t\u00eb t\u00eb Lider\u00ebve t\u00eb BRICS ishte nj\u00eb dokument i r\u00ebnd\u00ebsish\u00ebm prej 31 faqesh me 126 pika, q\u00eb tregon angazhimin e fort\u00eb t\u00eb bllokut p\u00ebr multilateralizmin n\u00eb tregti, zgjidhjen paq\u00ebsore t\u00eb konflikteve dhe trajtimin e \u00e7\u00ebshtjeve globale si sh\u00ebndet\u00ebsia dhe ndryshimet klimatike. Kina dhe Brazili, dy nga ekonomit\u00eb m\u00eb t\u00eb m\u00ebdha n\u00eb bot\u00eb, shpreh\u00ebn vendosm\u00ebrin\u00eb p\u00ebr t\u00eb gjetur nj\u00eb drejtim t\u00eb ri p\u00ebr tregtin\u00eb globale. N\u00eb nj\u00eb mesazh n\u00eb rrjetet sociale, Presidenti amerikan Donald Trump k\u00ebrc\u00ebnoi me nj\u00eb tarif\u00eb shtes\u00eb 10% ndaj vendeve q\u00eb mb\u00ebshtesin politikat e BRICS, t\u00eb cilat ai i p\u00ebrshkroi si anti-amerikane. I pyetur p\u00ebr k\u00ebt\u00eb, Presidenti brazilian Lula da Silva deklaroi se agresioni i liderit amerikan nuk kishte ndikuar n\u00eb kohezionin e grupit. Ai tha: \u201c<em>E vetmja arsye q\u00eb e di p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb sepse ti m\u00eb pyete n\u00eb takimin e BRICS. Askush, absolutisht askush, nuk e ngriti k\u00ebt\u00eb \u00e7\u00ebshtje. Ishte sikur asgj\u00eb t\u00eb mos ishte th\u00ebn\u00eb. Nuk ishte e r\u00ebnd\u00ebsishme p\u00ebr ne<\/em>.\u201d Brazili do t\u00eb vazhdoj\u00eb t\u00eb mbaj\u00eb presidenc\u00ebn e BRICS deri n\u00eb fund t\u00eb vitit, duke u fokusuar n\u00eb zbatimin e marr\u00ebveshjeve t\u00eb reja para se t\u00eb kaloj\u00eb drejtimin n\u00eb Indi n\u00eb janar 2026.<\/p>\n<p>N\u00eb deklarat\u00ebn e BRICS u d\u00ebnuan rritjet e tarifave nga disa vende, pa p\u00ebrmendur Shtetet e Bashkuara apo ndonj\u00eb udh\u00ebheq\u00ebs specifik. Kjo tregon konsensusin brenda BRICS p\u00ebr kund\u00ebrshtimin e proteksionizmit dhe mb\u00ebshtetjen e multilaterizmit n\u00eb tregti. Edhe pse an\u00ebtar\u00ebt e BRICS mund t\u00eb jen\u00eb konkurrent\u00eb n\u00eb tregjet nd\u00ebrkomb\u00ebtare, koordinimin e politikave tregtare e konsiderojn\u00eb thelb\u00ebsor. Shum\u00eb vende n\u00eb zhvillim, p\u00ebrfshir\u00eb an\u00ebtar\u00ebt e BRICS, e kan\u00eb p\u00ebsuar nga tarifat reciproke dhe tensionet tregtare. P\u00ebr k\u00ebt\u00eb arsye, BRICS duhet t\u00eb koordinoj\u00eb politikat tregtare dhe t\u00eb promovoj\u00eb multilaterizmin.<\/p>\n<p>Brenda BRICS disa vende jan\u00eb eksportuese nd\u00ebrsa t\u00eb tjera jan\u00eb fuqi t\u00eb forta prodhuese, prandaj \u00ebsht\u00eb e nevojshme koordinimi i politikave dhe zbatimi i masave t\u00eb leht\u00ebsimit t\u00eb tregtis\u00eb. K\u00ebto p\u00ebrpjekje synojn\u00eb t\u00eb rrisin konkurrenc\u00ebn ekonomike dhe rritjen, q\u00eb \u00ebsht\u00eb objektivi kryesor i bashk\u00ebpunimit t\u00eb BRICS. N\u00eb histori, leht\u00ebsimi i tregtis\u00eb ka qen\u00eb nj\u00eb prioritet p\u00ebr BRICS, p\u00ebrfshir\u00eb bashk\u00ebpunimin n\u00eb dogana, logjistik\u00eb transporti dhe leht\u00ebsimin e vizave p\u00ebr t\u00eb inkurajuar shk\u00ebmbimet tregtare dhe njer\u00ebzore. Kina gjithashtu fokusohet n\u00eb ndihm\u00ebn ndaj vendeve t\u00eb Jugut Global p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar industrin\u00eb lokale p\u00ebrmes ndarjes s\u00eb teknologjis\u00eb dhe trajtimit t\u00eb fuqis\u00eb pun\u00ebtore, duke mb\u00ebshtetur k\u00ebshtu rritjen ekonomike. Deklarata e BRICS gjithashtu d\u00ebnoi sulmet e fundit ndaj Iranit, duke theksuar angazhimin e grupit p\u00ebr multilateriz\u00ebm dhe kund\u00ebrshtimin e veprimeve unilaterale q\u00eb d\u00ebmtojn\u00eb zhvillimin ekonomik global dhe zinxhir\u00ebt e furnizimit.<\/p>\n<p>P\u00ebrmes BRICS, Kina synon t\u00eb reduktoj\u00eb hendekun e njohurive mes vendeve n\u00eb zhvillim, t\u00eb p\u00ebrshpejtoj\u00eb integrimin ekonomik dhe t\u00eb p\u00ebrforcoj\u00eb dialogun nd\u00ebrkulturor. N\u00eb nj\u00eb deklarat\u00eb t\u00eb b\u00ebr\u00eb publike p\u00ebrpara samitit, z\u00ebdh\u00ebn\u00ebsi i Ministris\u00eb s\u00eb Jashtme t\u00eb Kin\u00ebs n\u00ebnvizoi se: <em>\u201cMekanizmi i bashk\u00ebpunimit BRICS \u00ebsht\u00eb platforma m\u00eb e r\u00ebnd\u00ebsishme p\u00ebr solidaritetin dhe bashk\u00ebpunimin mes tregjeve n\u00eb zhvillim dhe vendeve n\u00eb zhvillim. Ai \u00ebsht\u00eb nj\u00eb forc\u00eb ky\u00e7e p\u00ebr nd\u00ebrtimin e nj\u00eb bote shum\u00ebpolare t\u00eb barabart\u00eb dhe nj\u00eb globalizimi ekonomik gjith\u00ebp\u00ebrfshir\u00ebs.\u201d<\/em><\/p>\n<p>Nj\u00eb nga element\u00ebt m\u00eb dometh\u00ebn\u00ebs t\u00eb k\u00ebtij grupimi \u00ebsht\u00eb procesi i zgjerimit q\u00eb po zhvillohet me shpejt\u00ebsi dhe seriozitet t\u00eb jasht\u00ebzakonsh\u00ebm. Me mbi 40 aplikime p\u00ebr an\u00ebtar\u00ebsim dhe 11 vende an\u00ebtare aktualisht, BRICS po rritet p\u00ebr t\u00eb p\u00ebrfshir\u00eb nj\u00eb gam\u00eb t\u00eb gjer\u00eb rajonesh dhe ekonomish, duke p\u00ebrforcuar diversitetin dhe ndikimin e tij. Ky zgjerim \u00ebsht\u00eb gjithashtu shenj\u00eb e p\u00ebrpjekjeve t\u00eb vazhdueshme p\u00ebr t\u00eb reformuar sistemin nd\u00ebrkomb\u00ebtar t\u00eb qeverisjes globale, duke siguruar q\u00eb z\u00ebri i Jugut Global t\u00eb d\u00ebgjohet m\u00eb fuqish\u00ebm n\u00eb organizmat dhe forumet nd\u00ebrkomb\u00ebtare. Ky proces i zgjerimit nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb num\u00ebrim i an\u00ebtar\u00ebve, por nj\u00eb reflektim i nj\u00eb paradigme t\u00eb re ku bashk\u00ebpunimi, barazia dhe p\u00ebrfshirja jan\u00eb element\u00eb thelb\u00ebsor\u00eb.<\/p>\n<p>Nj\u00eb nd\u00ebr nismat m\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe konkrete t\u00eb BRICS \u00ebsht\u00eb themelimi i Bank\u00ebs s\u00eb Re p\u00ebr Zhvillim (NDB), e cila sh\u00ebrben si nj\u00eb instrument ky\u00e7 p\u00ebr mb\u00ebshtetjen financiare t\u00eb projekteve t\u00eb zhvillimit t\u00eb q\u00ebndruesh\u00ebm n\u00eb vendet an\u00ebtare. Kjo bank\u00eb \u00ebsht\u00eb pjes\u00eb e p\u00ebrpjekjeve p\u00ebr t\u00eb ndihmuar vendet n\u00eb zhvillim t\u00eb nd\u00ebrtojn\u00eb infrastruktur\u00ebn e nevojshme, t\u00eb p\u00ebrparojn\u00eb n\u00eb transformimin digjital dhe t\u00eb investojn\u00eb n\u00eb energji t\u00eb past\u00ebr, duke ndihmuar k\u00ebshtu n\u00eb uljen e pabarazive ekonomike dhe n\u00eb p\u00ebrballimin e sfidave globale si ndryshimet klimatike. Samiti i 17-t\u00eb i BRICS, i mbajtur n\u00eb Brazil, solli n\u00eb fokus r\u00ebnd\u00ebsin\u00eb e zhvillimit t\u00eb industrive t\u00eb reja, ve\u00e7an\u00ebrisht atyre t\u00eb ekonomis\u00eb s\u00eb gjelb\u00ebr dhe energjis\u00eb s\u00eb past\u00ebr, si dhe thellimin e partneriteteve strategjike midis vendeve an\u00ebtare. Viti 2025 do t\u00eb jet\u00eb po ashtu nj\u00eb vit ky\u00e7 p\u00ebr Brazilin, i cili do t\u00eb pres\u00eb Konferenc\u00ebn COP30 p\u00ebr klim\u00ebn, duke u pozicionuar si nj\u00eb aktor i r\u00ebnd\u00ebsish\u00ebm n\u00eb debatin global p\u00ebr energjin\u00eb e past\u00ebr dhe politikave klimatike, nj\u00eb zhvillim q\u00eb p\u00ebrputhet me synimet e BRICS p\u00ebr zhvillim gjith\u00ebp\u00ebrfshir\u00ebs dhe t\u00eb q\u00ebndruesh\u00ebm.<\/p>\n<p>Si kryesues i BRICS-it n\u00eb vitin 2025, Brazili miratoi moton: <strong><em>\u201cForcimi i bashk\u00ebpunimit t\u00eb\u00a0 Jugut Global p\u00ebr qeverisje m\u00eb p\u00ebrfshir\u00ebse dhe t\u00eb q\u00ebndrueshme.\u201d<\/em><\/strong> Brenda k\u00ebtij kuadri, Brazili propozoi q\u00eb grupi t\u00eb jap\u00eb p\u00ebrpar\u00ebsi partneriteteve q\u00eb promovojn\u00eb zhvillimin social, ekonomik dhe mjedisor.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Perceptimet nd\u00ebrkomb\u00ebtare <\/strong><\/p>\n<p>N\u00eb nj\u00eb bot\u00eb q\u00eb po karakterizohet nga tensione n\u00eb rritje dhe p\u00ebrplasje ekonomike dhe politike, perceptimet p\u00ebr rolin e BRICS jan\u00eb t\u00eb ndryshme. N\u00eb Shtetet e Bashkuara, Donald Trump dhe senator\u00eb si Lindsey Graham kan\u00eb promovuar politika q\u00eb mb\u00ebshtesin p\u00ebrdorimin e presionit ekonomik dhe financiar si instrumente politike, duke krijuar k\u00ebshtu nj\u00eb ambient sfidues dhe nxit\u00ebs p\u00ebr vendet n\u00eb zhvillim q\u00eb t\u00eb k\u00ebrkojn\u00eb alternativa si BRICS. N\u00eb Indonezi, pjes\u00ebmarrja n\u00eb BRICS shihet me kujdes dhe pragmatiz\u00ebm; vendi e konsideron grupimin si nj\u00eb mund\u00ebsi p\u00ebr t\u00eb reformuar sistemin nd\u00ebrkomb\u00ebtar n\u00eb m\u00ebnyr\u00eb q\u00eb p\u00ebrfaq\u00ebsimi dhe proceset vendimmarr\u00ebse t\u00eb jen\u00eb m\u00eb efektive. Brazili, nga ana tjet\u00ebr, e sheh veten si nj\u00eb z\u00eb i ri dhe i fuqish\u00ebm q\u00eb p\u00ebrfaq\u00ebson Amerik\u00ebn Latine dhe Jugun Global n\u00eb k\u00ebt\u00eb mekaniz\u00ebm, duke nd\u00ebrtuar ura bashk\u00ebpunimi dhe duke fuqizuar lidhjet ekonomike dhe kulturore me Kin\u00ebn dhe vendet e tjera. Bashk\u00ebpunimi n\u00eb infrastruktur\u00eb, si investimet kineze n\u00eb portin e Perus\u00eb dhe r\u00ebnd\u00ebsia strategjike e portit Santos n\u00eb Brazil, jan\u00eb shembuj konkret\u00eb t\u00eb m\u00ebnyr\u00ebs se si BRICS po transformon zhvillimin rajonal dhe nd\u00ebrkomb\u00ebtar.<\/p>\n<p>N\u00eb kontekstin e ndryshimeve t\u00eb thella n\u00eb aren\u00ebn globale, ku gjeopolitika dhe gjeoekonomia luajn\u00eb rolin ky\u00e7 n\u00eb p\u00ebrcaktimin e rrjedhave t\u00eb fuqis\u00eb dhe interesave nd\u00ebrkomb\u00ebtare, grupi BRICS\u00a0 po konsolidohet si nj\u00eb forum thelb\u00ebsor p\u00ebr diskutim dhe bashk\u00ebpunim midis vendeve n\u00eb zhvillim. E r\u00ebnd\u00ebsishme p\u00ebr t\u2019u theksuar \u00ebsht\u00eb q\u00eb BRICS nuk \u00ebsht\u00eb nj\u00eb organizat\u00eb formale me seli qendrore apo burokraci t\u00eb p\u00ebrhershme \u2013 p\u00ebr momentin ai funksionon si nj\u00eb hap\u00ebsir\u00eb dialogu ku an\u00ebtar\u00ebt mund t\u00eb diskutojn\u00eb \u00e7\u00ebshtje t\u00eb ndryshme, duke p\u00ebrfshir\u00eb zhvillimin ekonomik, por edhe temat e nd\u00ebrlidhura t\u00eb gjeopolitik\u00ebs. Nd\u00ebrsa deri tani BRICS ka shmangur p\u00ebrplasjet e ashpra politike, e kupton mir\u00eb se nuk mund t\u00eb izolohet nga realiteti i nd\u00ebrlidhur i politikave globale dhe ekonomike, q\u00eb jan\u00eb t\u00eb pazgjidhshme n\u00eb bot\u00ebn moderne.
