M\u00eb 1 shtator 2025, udh\u00ebheq\u00ebsi kinez propozoi Iniciativ\u00ebn e Qeverisjes Globale (GGI) n\u00eb Tianjin. Ai u shpreh: &#8220;Pres me padurim t\u00eb punoj me t\u00eb gjitha vendet p\u00ebr nj\u00eb sistem qeverisjeje globale m\u00eb t\u00eb drejt\u00eb, t\u00eb barabart\u00eb dhe t\u00eb p\u00ebrparoj\u00eb drejt nj\u00eb komuniteti me nj\u00eb t\u00eb ardhme t\u00eb p\u00ebrbashk\u00ebt p\u00ebr njer\u00ebzimin.\u201d<\/p>\n<p>Viti 2025 sh\u00ebnon 80-vjetorin e themelimit t\u00eb Organizat\u00ebs s\u00eb Kombeve t\u00eb Bashkuara, nj\u00eb pik\u00eb kthese n\u00eb historin\u00eb e qeverisjes globale. Ky sistem ka kontribuar historikisht n\u00eb ruajtjen e paqes dhe zhvillimit, por sot p\u00ebrballet me sfida t\u00eb reja. N\u00eb k\u00ebt\u00eb kontekst, Kina, si an\u00ebtare e p\u00ebrhershme e K\u00ebshillit t\u00eb Sigurimit dhe vendi m\u00eb i madh n\u00eb zhvillim, propozon Iniciativ\u00ebn e Qeverisjes Globale (GGI). Ajo synon t\u00eb forcoj\u00eb sistemin nd\u00ebrkomb\u00ebtar n\u00ebp\u00ebrmjet pes\u00eb parimeve kryesore:<\/p>\n<p><strong><em>Angazhimi ndaj barazis\u00eb sovrane.<\/em><\/strong> Kjo \u00ebsht\u00eb premisa baz\u00eb e marr\u00ebdh\u00ebnieve nd\u00ebrkomb\u00ebtare. \u00c7do shtet, pavar\u00ebsisht madh\u00ebsis\u00eb apo fuqis\u00eb, ka t\u00eb drejt\u00eb t\u00eb mbroj\u00eb sovranitetin, dinjitetin dhe zgjedhjen e rrug\u00ebs s\u00eb tij t\u00eb zhvillimit. Kjo k\u00ebrkon m\u00eb shum\u00eb demokraci n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare dhe p\u00ebrfaq\u00ebsim m\u00eb t\u00eb gjer\u00eb t\u00eb vendeve n\u00eb zhvillim n\u00eb strukturat globale.<\/p>\n<p><strong><em>Angazhimi ndaj sundimit t\u00eb s\u00eb drejt\u00ebs nd\u00ebrkomb\u00ebtare.<\/em><\/strong> Normat e Kart\u00ebs s\u00eb OKB-s\u00eb duhet t\u00eb respektohen nj\u00ebsoj nga t\u00eb gjitha vendet, pa standarde t\u00eb dyfishta. N\u00eb fushat e reja, rregullat duhet t\u00eb nd\u00ebrtohen mbi konsensus global. Vet\u00ebm duke ruajtur autoritetin e ligjit nd\u00ebrkomb\u00ebtar, mund t\u00eb sigurohet stabiliteti i rendit bot\u00ebror.<\/p>\n<p><strong><em>Angazhimi ndaj multilateralizmit.<\/em><\/strong> \u00c7\u00ebshtjet globale k\u00ebrkojn\u00eb vendime kolektive dhe p\u00ebrfshirjen e t\u00eb gjith\u00ebve. Roli i OKB-s\u00eb duhet forcuar si platforma qendrore e multilateralizmit, nd\u00ebrsa organizatat rajonale duhet t\u00eb kontribuojn\u00eb sipas avantazheve dhe aft\u00ebsive t\u00eb tyre.<\/p>\n<p><strong><em>Angazhimi ndaj qasjes s\u00eb orientuar drejt njer\u00ebzve.<\/em><\/strong> Qeverisja globale nuk \u00ebsht\u00eb abstrakte, por ka n\u00eb qend\u00ebr mir\u00ebqenien e popujve. Vendet e zhvilluara duhet t\u00eb marrin p\u00ebrgjegj\u00ebsi m\u00eb t\u00eb m\u00ebdha n\u00eb ofrimin e burimeve dhe t\u00eb mirave publike, nd\u00ebrsa vendet n\u00eb zhvillim duhet t\u00eb forcojn\u00eb solidaritetin p\u00ebr t\u00eb kontribuar sipas mund\u00ebsive.<\/p>\n<p>K\u00ebto \u201cPes\u00eb koncepte kryesore\u201d t\u00eb Iniciativ\u00ebs jan\u00eb t\u00eb rr\u00ebnjosura thell\u00eb n\u00eb parimet dhe q\u00ebllimet e Kart\u00ebs s\u00eb OKB-s\u00eb dhe shprehin aspirat\u00ebn e p\u00ebrbashk\u00ebt t\u00eb shumic\u00ebs s\u00eb vendeve t\u00eb bot\u00ebs. Ato nuk synojn\u00eb t\u00eb rr\u00ebzojn\u00eb apo t\u00eb z\u00ebvend\u00ebsojn\u00eb rendin ekzistues nd\u00ebrkomb\u00ebtar, por p\u00ebrkundrazi, t\u00eb p\u00ebrmir\u00ebsojn\u00eb funksionimin e tij. Q\u00ebllimi \u00ebsht\u00eb q\u00eb sistemi aktual dhe institucionet nd\u00ebrkomb\u00ebtare t\u00eb b\u00ebhen m\u00eb t\u00eb afta n\u00eb veprim, m\u00eb efektive n\u00eb pun\u00eb, m\u00eb fleksib\u00ebl ndaj ndryshimeve dhe m\u00eb t\u00eb shpejt\u00eb n\u00eb reagimin ndaj sfidave globale, duke sh\u00ebrbyer interesat e t\u00eb gjitha vendeve, n\u00eb ve\u00e7anti atyre n\u00eb zhvillim.<\/p>\n<p>Kjo qasje e Pekinit thekson se reformimi nuk \u00ebsht\u00eb nj\u00eb proces i shk\u00ebputur nga realiteti. Kina, si promotor i k\u00ebsaj iniciative, afirmon se do t\u00eb mbetet e pal\u00ebkundur n\u00eb mbrojtjen e k\u00ebtij sistemi, duke q\u00ebndruar n\u00eb \u201can\u00ebn e duhur t\u00eb historis\u00eb.\u201d<\/p>\n<p>R\u00ebnd\u00ebsia e k\u00ebtij pozicionimi q\u00ebndron tek fakti se Iniciativa nuk shihet si nj\u00eb projekt i kufizuar, por si nj\u00eb vizion q\u00eb p\u00ebrputh interesat komb\u00ebtare me p\u00ebrgjegj\u00ebsin\u00eb globale. P\u00ebrmes saj, synohet q\u00eb zhvillimi, paqja dhe prosperiteti t\u00eb ndahen gjer\u00ebsisht, duke i dh\u00ebn\u00eb bot\u00ebs m\u00eb shum\u00eb stabilitet dhe shpres\u00eb n\u00eb nj\u00eb periudh\u00eb turbulencash. N\u00eb k\u00ebt\u00eb kuptim, ajo paraqet nj\u00eb angazhim afatgjat\u00eb p\u00ebr paqen dhe zhvillimin, duke e par\u00eb qeverisjen globale si nj\u00eb mjet p\u00ebr t\u00eb garantuar nj\u00eb rend m\u00eb t\u00eb drejt\u00eb dhe gjith\u00ebp\u00ebrfshir\u00ebs.<\/p>\n<p>Iniciativa e Qeverisjes Globale nd\u00ebrtohet n\u00eb vazhdim\u00ebsi me tre nismat e tjera kineze \u2013\u00a0 Iniciativ\u00ebn p\u00ebr Zhvillim Global (GDI), p\u00ebr Siguri Globale (GSI) dhe p\u00ebr Qytet\u00ebrim Global (GCI). S\u00eb bashku, k\u00ebto p\u00ebrfaq\u00ebsojn\u00eb nj\u00eb paket\u00eb gjith\u00ebp\u00ebrfshir\u00ebse p\u00ebr t\u2019i dh\u00ebn\u00eb energji pozitive bot\u00ebs s\u00eb trazuar dhe p\u00ebr t\u00eb nxitur p\u00ebrparimin e njer\u00ebzimit.<\/p>\n<p>T\u00eb gjitha bashk\u00eb paraqesin nj\u00eb qasje t\u00eb nd\u00ebrlidhur q\u00eb synon ta b\u00ebj\u00eb bot\u00ebn m\u00eb t\u00eb drejt\u00eb, m\u00eb t\u00eb sigurt dhe m\u00eb t\u00eb q\u00ebndrueshme. Secila ka prioritetet e veta, dhe fuqia e tyre shfaqet kur kuptojm\u00eb se\u00a0 ato nd\u00ebrveprojn\u00eb dhe plot\u00ebsojn\u00eb nj\u00ebra-tjetr\u00ebn.<\/p>\n<p>Iniciativa e Zhvillimt Global nxit bashk\u00ebpunimin nd\u00ebrkomb\u00ebtar p\u00ebr progres, duke krijuar baz\u00ebn materiale dhe sociale p\u00ebr p\u00ebrparimin e p\u00ebrbashk\u00ebt. K\u00ebto dy nisma s\u00eb bashku krijojn\u00eb themelet e nj\u00eb bote m\u00eb t\u00eb baraspeshuar dhe paq\u00ebsore.<\/p>\n<p>Nga ana tjet\u00ebr, Iniciativa p\u00ebr Qytet\u00ebrim Global shton dimensionin kulturor dhe njer\u00ebzor, duke nxitur njohjen e nd\u00ebrsjell\u00eb dhe m\u00ebsimin reciprok mes qytet\u00ebrimeve. Ajo i jep qeverisjes globale nj\u00eb frym\u00eb t\u00eb re q\u00eb tejkalon interesat e ngushta politike dhe ekonomike, duke nd\u00ebrtuar ura besimi dhe respekti kulturor. Kjo forcon baz\u00ebn sociale p\u00ebr nj\u00eb bashk\u00ebpunim t\u00eb q\u00ebndruesh\u00ebm afatgjat\u00eb.<\/p>\n<p>M\u00eb n\u00eb fund,\u00a0 iniciativa e 2025 e Qeverisjes Globale\u00a0 p\u00ebrcakton parimet dhe drejtimin se si sistemi i qeverisjes globale duhet t\u00eb reformohet p\u00ebr t\u2019iu p\u00ebrgjigjur sfidave t\u00eb koh\u00ebs. Ajo siguron korniz\u00ebn institucionale dhe ligjore ku tre nismat e tjera mund t\u00eb zhvillohen dhe t\u00eb japin rezultate konkrete. K\u00ebto Iniciativa marrin spunto nga realiteti i bot\u00ebs ku jetojm\u00eb.<\/p>\n<p>Peizazhi aktual nd\u00ebrkomb\u00ebtar po kalon ndryshime dhe turbulenca. OKB-ja dhe multilateralizmi po sfidohen. Deficiti n\u00eb qeverisjen globale vazhdon t\u00eb rritet.<\/p>\n<p>Institucionet ekzistuese nd\u00ebrkomb\u00ebtare kan\u00eb treguar tre mang\u00ebsi kryesore. S\u00eb pari, n\u00ebn-p\u00ebrfaq\u00ebsim serioz i Jugut Global, ose vendeve n\u00eb zhvillim. Rritja kolektive e tregjeve n\u00eb zhvillim dhe vendeve n\u00eb zhvillim k\u00ebrkon rritjen e p\u00ebrfaq\u00ebsimit t\u00eb Jugut Global dhe korrigjimin e padrejt\u00ebsis\u00eb historike.<\/p>\n<p>S\u00eb dyti, erozion i autoritetit. Q\u00ebllimet dhe parimet e Kart\u00ebs s\u00eb OKB-s\u00eb nuk jan\u00eb respektuar n\u00eb m\u00ebnyr\u00eb efektive. Rezolutat e K\u00ebshillit t\u00eb Sigurimit jan\u00eb sfiduar. Sanksionet unilaterale, nd\u00ebr praktikat e tjera, kan\u00eb shkelur t\u00eb drejt\u00ebn nd\u00ebrkomb\u00ebtare dhe kan\u00eb prishur rendin nd\u00ebrkomb\u00ebtar.<\/p>\n<p>S\u00eb treti, nevoj\u00eb urgjente p\u00ebr efektivitet m\u00eb t\u00eb madh. Zbatimi i Axhend\u00ebs 2030 t\u00eb OKB-s\u00eb p\u00ebr Zhvillim t\u00eb Q\u00ebndruesh\u00ebm po mbetet seriozisht prapa. \u00c7\u00ebshtje t\u00eb tilla si ndryshimi i klim\u00ebs dhe ndarja dixhitale po b\u00ebhen m\u00eb t\u00eb spikatura. Ekzistojn\u00eb boshll\u00ebqe n\u00eb qeverisje n\u00eb kufij t\u00eb rinj si inteligjenca artificiale (IA), hap\u00ebsira kibernetike dhe hap\u00ebsira kozmike.<\/p>\n<p>Duke vepruar n\u00eb m\u00ebnyr\u00eb t\u00eb nd\u00ebrthurur, k\u00ebto kat\u00ebr nisma\u00a0 t\u00eb Kin\u00ebs jo vet\u00ebm q\u00eb japin energji t\u00eb reja p\u00ebr nj\u00eb bot\u00eb n\u00eb ndryshim, por edhe krijojn\u00eb nj\u00eb vizion t\u00eb p\u00ebrbashk\u00ebt p\u00ebr t\u00eb ardhmen e njer\u00ebzimit \u2013 nj\u00eb t\u00eb ardhme ku zhvillimi, siguria, kultura dhe qeverisja nd\u00ebrkomb\u00ebtare punojn\u00eb s\u00eb bashku p\u00ebr paqe, mir\u00ebqenie dhe p\u00ebrparim.<\/p>\n<p>Iniciativa e Qeverisjes Globale, sikurse pararend\u00ebset e saj t\u00eb shpallura nga Pekini zyrtar paraqesin nj\u00eb qasje q\u00eb kombinon parimet e Kart\u00ebs s\u00eb OKB-s\u00eb me nevojat e reja t\u00eb koh\u00ebs.
