Nisma \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d ofron nj\u00eb k\u00ebndv\u00ebshtrim t\u00eb vlefsh\u00ebm p\u00ebr t\u00eb kuptuar se si qasja e Kin\u00ebs ndaj aren\u00ebs nd\u00ebrkomb\u00ebtare po form\u00ebson dhe ndikon realitetin gjeopolitik dhe gjeoekonomik bashk\u00ebkohor.<\/p>\n<p>E shpallur nga Presidenti Xi Jinping n\u00eb vitin 2013, \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d \u00ebsht\u00eb nj\u00eb zhvillim strategjik i qeveris\u00eb kineze q\u00eb ka r\u00ebnd\u00ebsi thelb\u00ebsore p\u00ebr Kin\u00ebn, por nuk kufizohet vet\u00ebm tek ajo. P\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb nism\u00eb t\u00eb suksesshme, ajo duhet t\u00eb miratohet nga vendet p\u00ebrgjat\u00eb rrug\u00ebve tok\u00ebsore dhe detare t\u00eb p\u00ebrcaktuara n\u00eb plan. N\u00eb vitin 2015, p\u00ebrmes Komisionit Komb\u00ebtar p\u00ebr Zhvillim dhe Reforma (NDRC), Kina nxit \u201cpaqen dhe bashk\u00ebpunimin, hapjen dhe gjith\u00ebp\u00ebrfshirjen, t\u00eb nx\u00ebnit e nd\u00ebrsjell\u00eb dhe p\u00ebrfitimin reciprok si p\u00ebrfitimet e \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb.\u201d Zbatimi i saj synon t\u00eb promovoj\u00eb bashk\u00ebpunim praktik n\u00eb t\u00eb gjitha fushat dhe t\u00eb nd\u00ebrtoj\u00eb nj\u00eb komunitet me interesa, fat dhe p\u00ebrgjegj\u00ebsi t\u00eb p\u00ebrbashk\u00ebt, q\u00eb karakterizohet nga besim politik i nd\u00ebrsjell\u00eb, integrim ekonomik dhe p\u00ebrfshirje kulturore.<\/p>\n<p>P\u00ebr t\u00eb kuptuar m\u00eb mir\u00eb ndikimin e \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d brenda dhe jasht\u00eb Kin\u00ebs, \u00ebsht\u00eb e domosdoshme t\u00eb identifikohet nj\u00eb parim organizues n\u00eb lidhje me objektivat e p\u00ebrgjithshme t\u00eb politik\u00ebs s\u00eb jashtme kineze. Evidenca \u00ebsht\u00eb e bollshme p\u00ebr p\u00ebrpjekjet e suksesshme t\u00eb vendeve q\u00eb kishin vizion t\u00eb parashikonin potencialin dhe aft\u00ebsi praktike p\u00ebr t\u00eb krijuar baz\u00ebn e bashk\u00ebpunimit q\u00eb do t\u00eb p\u00ebrfitonin t\u00eb gjitha pal\u00ebt.<\/p>\n<p>Mund\u00ebsit\u00eb jan\u00eb ato q\u00eb shumica e kombeve k\u00ebrkojn\u00eb nga bashk\u00ebpunimi nd\u00ebrkomb\u00ebtar: tregti e lir\u00eb, diversifikim i rrug\u00ebve tregtare, rritje e produktivitetit, p\u00ebrmir\u00ebsim i zinxhir\u00ebve t\u00eb furnizimit, integrim m\u00eb i thell\u00eb rajonal, zgjerim i qasjes n\u00eb tregje dhe shum\u00eb t\u00eb tjera. Pik\u00ebrisht k\u00ebto mund\u00ebsi e b\u00ebjn\u00eb \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d t\u00ebrheq\u00ebse.<\/p>\n<p>Duke thelluar bashk\u00ebpunimin e nd\u00ebrsjell\u00eb dhe duke nd\u00ebrtuar nj\u00eb ekonomi bot\u00ebrore t\u00eb hapur p\u00ebrmes \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d, t\u00eb gjith\u00eb an\u00ebtar\u00ebt jan\u00eb n\u00eb nj\u00eb pozit\u00eb unike p\u00ebr t\u00eb ndar\u00eb s\u00eb bashku rezultatet e k\u00ebsaj nisme kineze.<\/p>\n<p>M\u00eb shum\u00eb se nj\u00eb dekad\u00eb pas shpalljes s\u00eb saj, nj\u00eb retrospektiv\u00eb \u00ebsht\u00eb e nevojshme. Megjithat\u00eb, p\u00ebr t\u00eb shpalosur plot\u00ebsisht potencialin e \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d, do t\u00eb nevojiten rreth 35\u201340 vjet. Kjo nism\u00eb mund t\u00eb p\u00ebrfaq\u00ebsoj\u00eb nj\u00eb model t\u00eb gjithansh\u00ebm p\u00ebr bashk\u00ebpunimin ekonomik nd\u00ebrkomb\u00ebtar dhe ndoshta \u00ebsht\u00eb iniciativa m\u00eb ambicioze e politik\u00ebs nd\u00ebrkomb\u00ebtare kineze n\u00eb histori. Disa e shohin k\u00ebt\u00eb strategji t\u00eb madhe kineze si p\u00ebrputhje me liberalizmin ekonomik, ku tregtia dhe investimi nd\u00ebrkomb\u00ebtar jan\u00eb shtyllat kryesore. P\u00ebrmes krijimit t\u00eb nd\u00ebrvar\u00ebsis\u00eb tregtare, besimi politik do t\u00eb lind\u00eb natyrsh\u00ebm, duke zgjidhur dilemat e siguris\u00eb midis kombeve pjes\u00ebmarr\u00ebse.<\/p>\n<p>Projektet e \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d jan\u00eb ambicioze p\u00ebr bot\u00ebn n\u00eb p\u00ebrgjith\u00ebsi, por p\u00ebr Kin\u00ebn nuk ka di\u00e7ka t\u00eb re. P\u00ebr shekuj me radh\u00eb, Kina ka qen\u00eb e pakonkurrueshme n\u00eb efikasitet, kompetenc\u00eb dhe aft\u00ebsi p\u00ebr t\u00eb nd\u00ebrmarr\u00eb projekte t\u00eb m\u00ebdha infrastrukturore. Gjat\u00eb dekadave t\u00eb fundit, zgjerimi dhe modernizimi i rrjeteve t\u00eb transportit, ve\u00e7an\u00ebrisht hekurudhave dhe autostradave, ka qen\u00eb i jasht\u00ebzakonsh\u00ebm.<\/p>\n<p>\u00a0<\/p>\n<p><strong>\u00a0Narrativa q\u00eb shoq\u00ebron \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d<\/strong><\/p>\n<p>Bota sot \u00ebsht\u00eb krejt tjet\u00ebr krahasuar me koh\u00ebn kur u shpall nisma, dhe ajo duhet t\u00eb evoluoj\u00eb p\u00ebr t\u2019iu p\u00ebrshtatur nevojave dhe realiteteve t\u00eb koh\u00ebs, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb shfryt\u00ebzojm\u00eb fuqit\u00eb dhe potencialin e saj t\u00eb pakapsh\u00ebm. Edhe pse \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d nuk ka nj\u00eb prani t\u00eb madhe n\u00eb k\u00ebt\u00eb zon\u00eb, ajo ka ngjallur skepticiz\u00ebm dhe kund\u00ebrshti.<\/p>\n<p>Ky skepticiz\u00ebm reflekton shqet\u00ebsimin q\u00eb ngritja e Kin\u00ebs si fuqi globale shkakton n\u00eb nivele t\u00eb larta brenda fuqive t\u00eb vjetra bot\u00ebrore. Perceptimi i k\u00ebrc\u00ebnimit shpesh tejkalon realitetin, p\u00ebr shkak t\u00eb pasiguris\u00eb n\u00eb rrug\u00ebt tregtare nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Analizat akademike shpesh p\u00ebrdorin terma si \u201cmund\u201d, \u201chipotetikisht\u201d, \u201cn\u00eb rast se\u201d \u2014 q\u00eb tregojn\u00eb munges\u00eb p\u00ebrfundimesh empirike. Kjo \u00ebsht\u00eb normale, pasi nisma \u00ebsht\u00eb ende n\u00eb fazat e hershme t\u00eb implementimit. Shumica e z\u00ebrave kritik\u00eb jan\u00eb jasht\u00eb territorit kinez dhe shtrojn\u00eb pyetje si: \u201c\u00c7far\u00eb synon Kina t\u00eb arrij\u00eb me k\u00ebt\u00eb nism\u00eb?\u201d dhe \u201cCilat jan\u00eb motivet gjeopolitike pas saj?\u201d.<\/p>\n<p>Gjithashtu, nuk mungon mentaliteti i Luft\u00ebs s\u00eb Ftoht\u00eb, ku \u00e7do iniciativ\u00eb si kjo interpretohet si p\u00ebrplasje vlerash dhe k\u00ebrc\u00ebnim nd\u00ebrkomb\u00ebtar. Megjithat\u00eb, shum\u00eb e shohin \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d si nj\u00eb strategji nd\u00ebrtimi miq\u00ebsie midis kombeve. Ajo synon forcimin e nj\u00eb sistemi tregtar global t\u00eb hapur, ku roli i tregut shoq\u00ebrohet me dor\u00ebn e qeveris\u00eb, duke nxitur zhvillimin dhe uljen e varf\u00ebris\u00eb \u2014 duke zgjeruar tregje, krijuar mund\u00ebsi dhe nxitur rritjen ekonomike.<\/p>\n<p>\u00a0<\/p>\n<p><strong>\u00a0\u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d dhe Shqip\u00ebria<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Shqip\u00ebria \u00ebsht\u00eb pjes\u00eb e \u201cNj\u00eb Brez, Nj\u00eb Rrug\u00eb\u201d q\u00eb nga viti 2017. Samiti i par\u00eb i Nism\u00ebs n\u00eb Pekin sh\u00ebnoi pjes\u00ebmarrjen formale t\u00eb Shqip\u00ebris\u00eb, ku Ministri i Transportit dhe Infrastruktur\u00ebs, Sokol Dervishaj, n\u00ebnshkroi Memorandumin e Mir\u00ebkuptimit me ministrin kinez He Lifang.
