Xi iu drejtua sesionit me nj\u00eb mesazh t\u00eb qart\u00eb: modernizimi socialist nuk \u00ebsht\u00eb nj\u00eb transformim i papritur, por nj\u00eb proces historik q\u00eb k\u00ebrkon p\u00ebrpjekje t\u00eb q\u00ebndrueshme nga brezi n\u00eb brez. Plani i 15-t\u00eb Pes\u00ebvje\u00e7ar, theksoi ai, do t\u00eb jet\u00eb kritik n\u00eb forcimin e themeleve t\u00eb zhvillimit t\u00eb Kin\u00ebs dhe n\u00eb shtyrjen p\u00ebrpara drejt q\u00ebllimit t\u00eb realizimit n\u00eb thelb t\u00eb modernizimit socialist deri n\u00eb vitin 2035.<\/p>\n<p>N\u00eb zem\u00ebr t\u00eb planit jan\u00eb parimet udh\u00ebzuese q\u00eb pasqyrojn\u00eb qasjen unike t\u00eb Kin\u00ebs ndaj zhvillimit. K\u00ebto p\u00ebrfshijn\u00eb mb\u00ebshtetjen e lidershipit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb PKK-s\u00eb, vendosjen e popullit n\u00eb radh\u00eb t\u00eb par\u00eb, ndjekjen e zhvillimit me cil\u00ebsi t\u00eb lart\u00eb, thellimin e reformave, balancimin e efikasitetit t\u00eb tregut me mbik\u00ebqyrjen efektive t\u00eb qeveris\u00eb dhe sigurimin si t\u00eb rritjes ashtu edhe t\u00eb siguris\u00eb. \u00cbsht\u00eb nj\u00eb vizion q\u00eb k\u00ebrkon t\u00eb harmonizoj\u00eb planifikimin afatgjat\u00eb me strategjit\u00eb adaptive n\u00eb nj\u00eb bot\u00eb komplekse dhe q\u00eb ndryshon me shpejt\u00ebsi.<\/p>\n<p><strong>Nd\u00ebrtimi i Themeleve t\u00eb Modernizimit<\/strong><\/p>\n<p>Plani i 15-t\u00eb Pes\u00ebvje\u00e7ar i jep p\u00ebrpar\u00ebsi modernizimit t\u00eb baz\u00ebs industriale dhe teknologjike t\u00eb Kin\u00ebs. Industrit\u00eb tradicionale do t\u00eb p\u00ebrmir\u00ebsohen, nd\u00ebrsa sektor\u00ebt n\u00eb zhvillim dhe t\u00eb orientuar drejt s\u00eb ardhmes do t\u00eb ushqehen. Sektori i sh\u00ebrbimeve gjithashtu do t\u00eb udh\u00ebhiqet drejt nj\u00eb rritjeje me cil\u00ebsi t\u00eb lart\u00eb dhe efikase, t\u00eb mb\u00ebshtetur nga nj\u00eb rrjet infrastrukturor i modernizuar q\u00eb p\u00ebrfshin sistemet dixhitale, transportin dhe energjin\u00eb.<\/p>\n<p>Shkenca dhe teknologjia jan\u00eb qendrore n\u00eb k\u00ebt\u00eb agjend\u00eb. Kina synon t\u00eb arrij\u00eb p\u00ebrparime n\u00eb inovacionin origjinal dhe teknologjit\u00eb kryesore, duke promovuar integrimin e plot\u00eb t\u00eb p\u00ebrparimit teknologjik dhe industrial. Arsimi, k\u00ebrkimi dhe burimet njer\u00ebzore shihen si shtylla plot\u00ebsuese, duke siguruar zhvillimin e forcave t\u00eb reja prodhuese t\u00eb afta p\u00ebr t\u00eb mb\u00ebshtetur rritjen afatgjat\u00eb. Iniciativa e Kin\u00ebs Dixhitale, p\u00ebr shembull, p\u00ebrfaq\u00ebson nj\u00eb p\u00ebrpjekje strategjike p\u00ebr t\u00eb ngulitur inovacionin n\u00eb struktur\u00ebn ekonomike dhe sociale t\u00eb vendit, duke nxitur nj\u00eb ekosistem ku idet\u00eb e reja mund t\u00eb p\u00ebrkthehen shpejt n\u00eb p\u00ebrparim t\u00eb preksh\u00ebm.<\/p>\n<p>Nj\u00eb tjet\u00ebr shtys\u00eb kryesore e Planit t\u00eb 15-t\u00eb Pes\u00ebvje\u00e7ar \u00ebsht\u00eb forcimi i tregut t\u00eb brendsh\u00ebm t\u00eb Kin\u00ebs. Politik\u00ebb\u00ebr\u00ebsit synojn\u00eb t\u00eb zgjerojn\u00eb konsumin, t\u00eb rrisin efikasitetin e investimeve dhe t\u00eb heqin pengesat strukturore q\u00eb kufizojn\u00eb rritjen. Duke stimuluar si ofert\u00ebn ashtu edhe k\u00ebrkes\u00ebn, Kina k\u00ebrkon t\u00eb krijoj\u00eb nj\u00eb ekonomi elastike t\u00eb aft\u00eb p\u00ebr t\u00eb p\u00ebrballuar pasigurin\u00eb globale, duke ruajtur nj\u00ebkoh\u00ebsisht progresin e q\u00ebndruesh\u00ebm t\u00eb brendsh\u00ebm.<\/p>\n<p>Kjo qasje pasqyron parimin m\u00eb t\u00eb gjer\u00eb t\u00eb zhvillimit t\u00eb ekonomis\u00eb socialiste t\u00eb tregut me standarde t\u00eb larta. \u00cbsht\u00eb nj\u00eb model q\u00eb shfryt\u00ebzon vitalitetin e ekonomis\u00eb, duke siguruar mbik\u00ebqyrje strategjike nga shteti, duke mund\u00ebsuar rritje t\u00eb q\u00ebndrueshme q\u00eb balancon inovacionin, barazin\u00eb dhe stabilitetin. Duke p\u00ebrmir\u00ebsuar institucionet p\u00ebr shp\u00ebrndarjen e faktor\u00ebve t\u00eb prodhimit bazuar n\u00eb treg, Kina synon t\u00eb p\u00ebrmir\u00ebsoj\u00eb qeverisjen makroekonomike, t\u00eb ruaj\u00eb vrullin e rritjes dhe t\u00eb ruaj\u00eb stabilitetin social.<\/p>\n<p>Nd\u00ebrsa Plani i 15-t\u00eb Pes\u00ebvje\u00e7ar thekson konsolidimin e brendsh\u00ebm, ai gjithashtu riafirmon angazhimin e Kin\u00ebs p\u00ebr angazhim global. Politikat e hapjes me standarde t\u00eb larta do t\u00eb promovojn\u00eb tregtin\u00eb dhe investimet me p\u00ebrfitim t\u00eb nd\u00ebrsjell\u00eb, me Iniciativ\u00ebn &#8220;Nj\u00eb brez, nj\u00eb rrug\u00eb&#8221; q\u00eb mbetet nj\u00eb platform\u00eb qendrore p\u00ebr bashk\u00ebpunimin nd\u00ebrkomb\u00ebtar. Kina po zgjeron flukset e investimeve dypal\u00ebshe, duke promovuar zhvillimin inovativ t\u00eb tregtis\u00eb dhe duke thelluar partneritetet me vendet n\u00eb mbar\u00eb bot\u00ebn.<\/p>\n<p>&#8220;Planet pes\u00ebvje\u00e7are t\u00eb Kin\u00ebs ilustrojn\u00eb evolucionin e kombit nga nj\u00eb ekonomi e planifikuar n\u00eb nj\u00eb ekonomi dinamike t\u00eb tregut socialist&#8221;, tha Xi. &#8220;Ato demonstrojn\u00eb se si mund ta kombinojm\u00eb vizionin afatgjat\u00eb me qeverisjen praktike, duke krijuar stabilitet n\u00eb vend dhe duke kontribuar n\u00eb prosperitetin global.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Arritjet e deritanishme dhe projeksionet p\u00ebr t\u00eb ardhmen<\/strong><\/p>\n<p>Duke par\u00eb pas nd\u00ebr vite, Plani i 14-t\u00eb Pes\u00ebvje\u00e7ar ka qen\u00eb nj\u00eb periudh\u00eb me arritje t\u00eb dukshme. Pavar\u00ebsisht sfidave globale &#8211; rim\u00ebk\u00ebmbjes s\u00eb ngadalt\u00eb, proteksionizmit tregtar dhe zinxhir\u00ebve t\u00eb furnizimit t\u00eb fragmentuar &#8211; Kina ka mbetur nj\u00eb motor i besuesh\u00ebm i rritjes globale dhe nj\u00eb shtyll\u00eb stabiliteti. Gjat\u00eb pes\u00eb viteve t\u00eb fundit, Kina kontribuoi mesatarisht 30% t\u00eb rritjes ekonomike globale \u00e7do vit. Pjesa e saj n\u00eb ekonomin\u00eb bot\u00ebrore u rrit nga 11.3% n\u00eb vitin 2012 n\u00eb 17.1% n\u00eb vitin 2024. Vendi ka ruajtur pozicionin e tij si tregtari m\u00eb i madh n\u00eb bot\u00eb i mallrave dhe vazhdon t\u00eb renditet midis kombeve kryesore si n\u00eb investimet e huaja hyr\u00ebse ashtu edhe n\u00eb investimet dal\u00ebse.<\/p>\n<p>Ky sukses pasqyron forc\u00ebn e modelit t\u00eb qeverisjes s\u00eb Kin\u00ebs dhe dobin\u00eb e q\u00ebndrueshme t\u00eb sistemit t\u00eb planit pes\u00ebvje\u00e7ar. Duke vendosur objektiva t\u00eb qarta afatgjata, duke ruajtur fleksibilitetin p\u00ebr t&#8217;u p\u00ebrshtatur ndryshimeve t\u00eb brendshme dhe globale, Kina ka qen\u00eb n\u00eb gjendje t\u00eb promovoj\u00eb nj\u00ebkoh\u00ebsisht modernizimin industrial, inovacionin teknologjik dhe zhvillimin e q\u00ebndruesh\u00ebm shoq\u00ebror. Gjat\u00eb k\u00ebsaj periudhe, qeverisja mjedisore \u00ebsht\u00eb forcuar, transformimi dixhital \u00ebsht\u00eb p\u00ebrshpejtuar dhe praktikat e gjelbra jan\u00eb integruar n\u00eb sektor\u00eb t\u00eb shumt\u00eb t\u00eb ekonomis\u00eb.<\/p>\n<p>Nd\u00ebrsa Kina kalon nga Plani i 14-t\u00eb n\u00eb Planin e 15-t\u00eb Pes\u00ebvje\u00e7ar, kombi nuk po konsolidon thjesht arritjet e s\u00eb kaluar\u00ebs &#8211; por po p\u00ebrgatitet t\u00eb hap\u00eb terren t\u00eb ri. Plani p\u00ebrqendrohet n\u00eb reformat strukturore, rritjen e nxitur nga inovacioni, p\u00ebrmir\u00ebsimin industrial dhe integrimin e shtuar t\u00eb tregjeve t\u00eb brendshme. Deri n\u00eb fund t\u00eb k\u00ebsaj periudhe, Kina synon t\u00eb ket\u00eb b\u00ebr\u00eb p\u00ebrparim vendimtar drejt modernizimit socialist, me nj\u00eb ekonomi t\u00eb fuqishme, aft\u00ebsi t\u00eb p\u00ebrparuara teknologjike dhe nj\u00eb standard m\u00eb t\u00eb lart\u00eb jetese p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt.<\/p>\n<p>Presidenti Xi ka theksuar vazhdimisht se sistemi i planit pes\u00ebvje\u00e7ar nuk \u00ebsht\u00eb thjesht nj\u00eb mjet politik, por nj\u00eb pasqyrim i filozofis\u00eb s\u00eb qeverisjes s\u00eb Kin\u00ebs: vizion afatgjat\u00eb i ankoruar n\u00eb pragmatiz\u00ebm.
