N\u00eb qend\u00ebr t\u00eb k\u00ebsaj fushate q\u00ebndron parimi i goditjes s\u00eb nj\u00ebkohshme t\u00eb \u201ctigrave dhe mizave\u201d, nj\u00eb formul\u00eb q\u00eb n\u00eb diskursin zyrtar n\u00ebnkupton luft\u00ebn pa kompromis kund\u00ebr korrupsionit n\u00eb t\u00eb gjitha nivelet e Partis\u00eb dhe t\u00eb shtetit. \u201cTigrat\u201d i referohen zyrtar\u00ebve t\u00eb lart\u00eb, me pushtet dhe ndikim t\u00eb madh, nd\u00ebrsa \u201cmizave\u201d u p\u00ebrkasin shkeljet e p\u00ebrditshme t\u00eb zyrtar\u00ebve t\u00eb niveleve t\u00eb ul\u00ebta, t\u00eb cilat prekin n\u00eb p\u00ebrditshm\u00ebri interesat e qytetar\u00ebve. Nd\u00ebshkimi ka p\u00ebr q\u00ebllim t\u00eb forcoj\u00eb autoritetin dhe besueshm\u00ebrin\u00eb e lidershipit, dhe t\u00eb rris\u00eb ndjenj\u00ebn e drejt\u00ebsis\u00eb sociale. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, fushata kund\u00ebr korrupsionit paraqitet jo si nj\u00eb veprim i p\u00ebrkohsh\u00ebm, por si nj\u00eb proces i vazhduesh\u00ebm dhe i institucionalizuar.<\/p>\n<p>Lufta kund\u00ebr korrupsionit do t\u00eb jet\u00eb e pam\u00ebshirshme, e shprehur n\u00eb fjal\u00ebt e Xi, &#8220;<i>P\u00ebr sa koh\u00eb q\u00eb ekzistojn\u00eb ende bazat dhe kushtet p\u00ebr korrupsion, lufta kund\u00ebr tij nuk duhet t\u00eb ndalet kurr\u00eb, as p\u00ebr nj\u00eb minut\u00eb. Pasi Xi mori rolin e Sekretarit t\u00eb P\u00ebrgjithsh\u00ebm t\u00eb PKK-s\u00eb n\u00eb Kongresin e 18-t\u00eb Komb\u00ebtar n\u00eb n\u00ebntor 2012 dhe zyrtarisht n\u00eb fillim t\u00eb vitit 2013, ai theksoi urgjenc\u00ebn e luftimit t\u00eb korrupsionit n\u00eb t\u00eb gjitha nivelet brenda PKK-s\u00eb dhe qeveris\u00eb, duke e quajtur at\u00eb thelb\u00ebsor p\u00ebr arritjen e objektivave m\u00eb t\u00eb gjera politike t\u00eb &#8220;\u00cbndrr\u00ebs Kineze&#8221; t\u00eb p\u00ebrt\u00ebritjes komb\u00ebtare.<\/p>\n<p>Q\u00eb m\u00eb 22 janar 2013, media raportoi se Xi, n\u00eb Sesionin e Dyt\u00eb Plenar t\u00eb Komisionit t\u00eb 18-t\u00eb Qendror p\u00ebr Inspektimin e Disiplin\u00ebs, i nxiti an\u00ebtar\u00ebt e Partis\u00eb t&#8217;u p\u00ebrmbahen parimeve udh\u00ebzuese t\u00eb p\u00ebrcaktuara, t\u00eb unifikojn\u00eb mendimet me veprimet dhe t\u00eb shtyjn\u00eb m\u00eb tej pun\u00ebn e p\u00ebrmir\u00ebsimit t\u00eb sjelljes s\u00eb PKK-s\u00eb dhe antikorrupsionit. Ky fjalim vendosi tonin p\u00ebr at\u00eb q\u00eb n\u00eb Kin\u00eb p\u00ebrshkruhet si nj\u00eb luft\u00eb t\u00eb vazhdueshme dhe t\u00eb institucionalizuar kund\u00ebr sjelljes korruptive q\u00eb minon besimin publik dhe legjitimitetin qeveris\u00ebs t\u00eb PKK-s\u00eb.<\/p>\n<p>N\u00eb fillim t\u00eb vitit 2013, Xi Jinping shpalli &#8220;Rregulloren me Tet\u00eb Pika&#8221; p\u00ebr t\u00eb frenuar tepric\u00ebn burokratike, p\u00ebr t\u00eb \u00e7rr\u00ebnjosur banketet publike, udh\u00ebtimet luksoze dhe shpenzimet e panevojshme midis zyrtar\u00ebve, etj. Vendimi jo vet\u00ebm q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb &#8220;shenj\u00eb dalluese&#8221; e p\u00ebrpjekjeve t\u00eb \u00a0PKK-s\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar sjelljen e zyrtar\u00ebve, por ka sh\u00ebrbyer edhe si nj\u00eb urdh\u00ebr mobilizimi p\u00ebr njer\u00ebzit me pushtet politik. Deri n\u00eb fund t\u00eb vitit 2013 mij\u00ebra an\u00ebtar\u00eb t\u00eb Partis\u00eb ishin sanksionuar sipas rregullores, duke p\u00ebrforcuar theksin e hersh\u00ebm t\u00eb fushat\u00ebs n\u00eb reformat disiplinore.<\/p>\n<p>Fushata kund\u00ebr korrupsionit u zgjerua me shpejt\u00ebsi n\u00eb inspektime sistematike n\u00eb provinca dhe ministri. Raportimet zyrtare kineze theksojn\u00eb se n\u00eb fillim t\u00eb k\u00ebsaj faze fushata nuk b\u00ebri dallim midis &#8220;tigrave&#8221; t\u00eb rangut t\u00eb lart\u00eb dhe &#8220;mizave&#8221; t\u00eb nivelit t\u00eb ul\u00ebt, duke pohuar n\u00eb vend t\u00eb k\u00ebsaj se t\u00eb gjitha format e korrupsionit duhet t\u00eb p\u00ebrballen n\u00eb m\u00ebnyr\u00eb gjith\u00ebp\u00ebrfshir\u00ebse p\u00ebr t\u00eb rivendosur disiplin\u00ebn.<\/p>\n<p>Deri n\u00eb mesin e vitit 2014, fushata kishte arritur nj\u00eb intensitet t\u00eb ri. Me sh\u00ebnjestrimin e figurave t\u00eb larta ushtarake dhe politike, k\u00ebto veprime u pan\u00eb si historike, duke demonstruar se asnj\u00eb zyrtar, pavar\u00ebsisht grad\u00ebs, nuk \u00ebsht\u00eb mbi standardet disiplinore.<\/p>\n<p>Nd\u00ebrsa fushata p\u00ebrparoi n\u00eb vitet 2015 dhe 2016, institucionet p\u00ebrgjegj\u00ebse p\u00ebr mbik\u00ebqyrjen \u00a0po forcoheshin. N\u00eb k\u00ebt\u00eb koh\u00eb, vihet re se puna e fushat\u00ebs shtrihej n\u00eb komitetet provinciale, nd\u00ebrmarrjet shtet\u00ebrore dhe inspektimet q\u00eb \u00e7rr\u00ebnjos\u00ebn korrupsionin n\u00eb nivele t\u00eb ndryshme.<\/p>\n<p>Deri n\u00eb vitin 2020, autoritetet kineze theksuan p\u00ebrpjekjet p\u00ebr t\u00eb &#8220;gjurmuar&#8221; rastet e korrupsionit p\u00ebrgjat\u00eb dekadave n\u00eb rajone t\u00eb caktuara, duke reflektuar nj\u00eb angazhim t\u00eb thelluar p\u00ebr llogaridh\u00ebnie. K\u00ebto ndryshime do t&#8217;i sjellin dobi Kin\u00ebs n\u00eb k\u00ebt\u00eb faz\u00eb kritike t\u00eb avancimit t\u00eb modernizimit socialist, duke krijuar nj\u00eb mjedis m\u00eb t\u00eb q\u00ebndruesh\u00ebm, transparent dhe t\u00eb rregullt p\u00ebr zhvillim me cil\u00ebsi t\u00eb lart\u00eb dhe duke \u00e7liruar nj\u00eb shtys\u00eb t\u00eb fort\u00eb dhe afatgjat\u00eb p\u00ebr progres ekonomik dhe shoq\u00ebror. Xi tha se ka nj\u00eb q\u00ebndrim t\u00eb ashp\u00ebr kund\u00ebr korrupsionit duke zhdukur terrenin dhe kushtet q\u00eb e favorizojn\u00eb at\u00eb.<\/p>\n<p>Profesor Fan Peng, pjes\u00eb e Akademis\u00eb Kineze t\u00eb Shkencave Sociale, vuri n\u00eb dukje se vazhdimi i p\u00ebrpjekjeve kund\u00ebr korrupsionit pasqyron si respektin p\u00ebr parimet e qeverisjes efektive ashtu edhe nj\u00eb lexim t\u00eb qart\u00eb t\u00eb realiteteve politike. Fushata nuk ka t\u00eb b\u00ebj\u00eb thjesht me \u00e7rr\u00ebnjosjen e korrupsionit; \u00ebsht\u00eb nj\u00eb nd\u00ebrmarrje sistematike q\u00eb synon p\u00ebrmir\u00ebsimin e ekosistemit t\u00eb p\u00ebrgjithsh\u00ebm politik dhe avancimin e qytet\u00ebrimit shoq\u00ebror dhe politik. Ky vit sh\u00ebnon fillimin e nj\u00eb plani t\u00eb ri pes\u00ebvje\u00e7ar, nj\u00eb faz\u00eb vendimtare p\u00ebr promovimin e zhvillimit me cil\u00ebsi t\u00eb lart\u00eb t\u00eb vendit dhe konsolidimin e paradigm\u00ebs s\u00eb re t\u00eb zhvillimit.<\/p>\n<p>Inspektimi dhe mbik\u00ebqyrja e disiplin\u00ebs jan\u00eb mbrojtje jet\u00ebsore p\u00ebr qeverisje t\u00eb sh\u00ebndosh\u00eb dhe rritje t\u00eb q\u00ebndrueshme. Kjo reflektohet n\u00eb sesionin e CCDI-s\u00eb, i cili synon t\u00eb p\u00ebrparoj\u00eb qeverisjen e bazuar n\u00eb ligj. Forcimi gjith\u00ebp\u00ebrfshir\u00ebs i sundimit t\u00eb ligjit \u00ebsht\u00eb nj\u00eb k\u00ebrkes\u00eb themelore p\u00ebr modernizimin e vendit. P\u00ebrpjekja e vazhdueshme p\u00ebr t\u00eb forcuar mendimin ligjor dhe qasjet ligjore n\u00eb pun\u00ebn kund\u00ebr korrupsionit pasqyron theksin n\u00eb rritje t\u00eb PKK-s\u00eb n\u00eb zgjidhjet institucionale dhe mekanizmat afatgjat\u00eb.<\/p>\n<p><strong>Fushata antikorrupsion n\u00eb praktik\u00eb<\/strong><\/p>\n<p><em><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/38picres.cgtn.com\/photoAlbum\/page\/performance\/img\/2026\/1\/15\/1768441786188_385.jpg\" \/><\/em><\/p>\n<p style=\"text-align: center;\"><em>Foto nga VCG<\/em><\/p>\n<p>Qasja e PKK-s\u00eb ndaj qeverisjes &#8211; e p\u00ebrqendruar n\u00eb p\u00ebrmbushjen e aspiratave t\u00eb njer\u00ebzve t\u00eb zakonsh\u00ebm &#8211; ofron nj\u00eb m\u00ebsim t\u00eb fuqish\u00ebm p\u00ebr vendet q\u00eb k\u00ebrkojn\u00eb t\u00eb nd\u00ebrtojn\u00eb nj\u00eb qeverisje t\u00eb q\u00ebndrueshme t\u00eb rr\u00ebnjosur n\u00eb besimin publik.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave nga faqja e internetit e organit m\u00eb t\u00eb lart\u00eb antikorrupsion t\u00eb Kin\u00ebs (CCDI), n\u00eb gjysm\u00ebn e par\u00eb t\u00eb vitit 2025, organet e inspektimit disiplinor dhe mbik\u00ebqyrjes n\u00eb t\u00eb gjith\u00eb Kin\u00ebn vendos\u00ebn d\u00ebnime disiplinore ose administrative ndaj 420,000 individ\u00ebve, duke p\u00ebrfshir\u00eb 313,000 sanksione disiplinore dhe 136,000 d\u00ebnime administrative. Ata q\u00eb u sanksionuan p\u00ebrfshinin 30 zyrtar\u00eb n\u00eb nivel provincial dhe ministror dhe 1,876 zyrtar\u00eb n\u00eb nivel departamenti ose byroje. Autoritetet vazhduan t\u00eb hetonin si marr\u00ebsit ashtu edhe dh\u00ebn\u00ebsit e ryshfetit, duke hapur raste penale kund\u00ebr 16,000 personave t\u00eb p\u00ebrfshir\u00eb n\u00eb ryshfet dhe duke transferuar 1,990 raste te autoritetet prokuroriale.<\/p>\n<p>Goditja ndaj korrupsionit sh\u00ebnoi gjithashtu p\u00ebrparim t\u00eb vazhduesh\u00ebm n\u00eb fushat q\u00eb ndikojn\u00eb n\u00eb jet\u00ebn e p\u00ebrditshme t\u00eb njer\u00ebzve t\u00eb zakonsh\u00ebm. Nga janari deri n\u00eb n\u00ebntor (2025), 536,000 zyrtar\u00eb t\u00eb rangut t\u00eb ul\u00ebt u disiplinuan, me rreth 20,000 t\u00eb referuar p\u00ebr ndjekje penale, sipas informacionit t\u00eb publikuar n\u00eb faqen e internetit t\u00eb autoriteteve m\u00eb t\u00eb larta kund\u00ebr korrupsionit t\u00eb Kin\u00ebs. Gjat\u00eb gjith\u00eb vitit, 65 zyrtar\u00eb t\u00eb administruar n\u00eb nivel qendror, kryesisht n\u00eb nivel ministror ose m\u00eb lart, u vun\u00eb n\u00ebn hetim p\u00ebr korrupsion, me n\u00ebnt\u00eb nga rastet e nisura vet\u00ebm n\u00eb dhjetor. T\u00eb ndaluarit ose n\u00ebn hetim p\u00ebrfshinin zyrtar\u00eb t\u00eb lart\u00eb p\u00ebrgjegj\u00ebs p\u00ebr provincat dhe qytetet e Kin\u00ebs, administrator\u00eb t\u00eb lart\u00eb n\u00eb ministri, rregullator\u00eb t\u00eb lart\u00eb financiar\u00eb dhe bankier\u00eb, drejtues t\u00eb lart\u00eb t\u00eb nd\u00ebrmarrjeve shtet\u00ebrore dhe drejtues t\u00eb universiteteve prestigjioze.<\/p>\n<p>Trajektorja e korrupsionit shpesh nuk fillon me nj\u00eb grabitje t\u00eb madhe, por me nj\u00eb dark\u00eb t\u00eb thjesht\u00eb, sipas detajeve t\u00eb nj\u00eb \u00e7\u00ebshtjeje t\u00eb publikuar rishtazi q\u00eb p\u00ebrfshinte nj\u00eb ish-minist\u00ebr.
