Iniciativa e Zhvillimit Global (GDI) e Kin\u00ebs synon t\u00eb rigjall\u00ebroj\u00eb partneritetin global dhe t\u00eb mobilizoj\u00eb burimet p\u00ebr t\u00eb zbatuar Axhend\u00ebn 2030 t\u00eb OKB-s\u00eb, duke promovuar nj\u00ebkoh\u00ebsisht nj\u00eb zhvillim global m\u00eb t\u00eb fort\u00eb, m\u00eb t\u00eb gjelb\u00ebr dhe m\u00eb t\u00eb sh\u00ebndetsh\u00ebm.<br \/>\nM\u00eb shum\u00eb se 100 vende dhe organizata nd\u00ebrkomb\u00ebtare kan\u00eb shprehur mb\u00ebshtetjen, nd\u00ebrsa 70 prej tyre i jan\u00eb bashkuar Grupit t\u00eb Miqve t\u00eb Iniciativ\u00ebs n\u00eb Kombet e Bashkuara.<br \/>\nGDI \u00ebsht\u00eb nj\u00eb nga tre shtyllat p\u00ebrmes t\u00eb cilave Kina e sheh zgjerimin e bot\u00ebs multipolare n\u00eb t\u00eb ardhmen. Krahas Iniciativ\u00ebs s\u00eb Siguris\u00eb Globale dhe Iniciativ\u00ebs s\u00eb Qytet\u00ebrimit Global, ajo p\u00ebrb\u00ebn pjes\u00eb t\u00eb nj\u00eb kuadri m\u00eb t\u00eb gjer\u00eb p\u00ebr qeverisjen globale. Duke ndjekur interesat m\u00eb t\u00eb gjera t\u00eb t\u00eb gjitha vendeve, Presidenti Xi e vendosi zhvillimin n\u00eb plan t\u00eb par\u00eb n\u00eb axhend\u00ebn e bashk\u00ebpunimit nd\u00ebrkomb\u00ebtar, p\u00ebr t\u00eb mos l\u00ebn\u00eb asnj\u00eb vend dhe asnj\u00eb person pas.<br \/>\nGDI-ja p\u00ebrqafon gjasht\u00eb parime kryesore: angazhimin ndaj zhvillimit si p\u00ebrpar\u00ebsi, nj\u00eb qasje t\u00eb p\u00ebrqendruar te njer\u00ebzit, p\u00ebrfitime p\u00ebr t\u00eb gjith\u00eb, t\u00eb drejtuar nga inovacioni, harmoni midis njeriut dhe natyr\u00ebs dhe veprime t\u00eb orientuara drejt rezultateve.<\/p>\n<p><strong>Pik\u00ebnisja e nj\u00eb iniciative nga Pekini<\/strong><br \/>\nGDI-ja mb\u00ebshtetet n\u00eb p\u00ebrvoj\u00ebn e zhvillimit t\u00eb Kin\u00ebs. Presidenti Xi ka propozuar tet\u00eb fusha kryesore bashk\u00ebpunimi: uljen e varf\u00ebris\u00eb, sigurin\u00eb ushqimore, reagimin ndaj pandemis\u00eb dhe vaksinat, financimin, ndryshimet klimatike, industrializimin, ekonomin\u00eb dixhitale dhe lidhshm\u00ebrin\u00eb e epok\u00ebs dixhitale, t\u00eb cilat p\u00ebrputhen me Axhend\u00ebn 2030 t\u00eb OKB-s\u00eb.<br \/>\nSi zgjidhja e Kin\u00ebs p\u00ebr sfidat e zhvillimit global, GDI-ja \u00ebsht\u00eb pritur ngroht\u00ebsisht nga bashk\u00ebsia nd\u00ebrkomb\u00ebtare q\u00eb kur u propozua. Ajo q\u00eb po b\u00ebn Kina \u00ebsht\u00eb nd\u00ebrtimi i nj\u00eb rrjeti dhe nj\u00eb bashk\u00ebpunimi ku t\u00eb gjith\u00eb ndajn\u00eb frytet e zhvillimit. Kina promovon konceptin e nj\u00eb t\u00eb ardhmeje t\u00eb p\u00ebrbashk\u00ebt dhe prosperitet t\u00eb p\u00ebrbashk\u00ebt. Ajo b\u00ebn thirrje p\u00ebr ndarjen e m\u00eb shum\u00eb burimeve p\u00ebr bashk\u00ebpunimin global duke punuar me t\u00eb gjitha pal\u00ebt p\u00ebr t\u00eb \u00e7uar p\u00ebrpara bashk\u00ebpunimin n\u00eb fushat prioritare dhe duke krijuar nj\u00eb platform\u00eb p\u00ebr ndarjen e p\u00ebrvoj\u00ebs dhe njohurive nd\u00ebrkomb\u00ebtare. GDI-ja thekson se \u00e7do vend duhet t\u00eb ket\u00eb nj\u00eb rrug\u00eb drejt zhvillimit, por duhet t\u00eb jet\u00eb n\u00eb gjendje t\u00eb zgjedh\u00eb se si arrin atje. N\u00eb k\u00ebt\u00eb kuptim, ka t\u00eb b\u00ebj\u00eb me lejimin e vendeve t\u00eb liris\u00eb p\u00ebr t\u00eb p\u00ebrcaktuar modelet e tyre.<br \/>\nVarf\u00ebria \u00ebsht\u00eb pengesa m\u00eb e madhe p\u00ebr t\u00eb drejtat e njeriut dhe politikat e zhvillimit jan\u00eb nj\u00eb mjet p\u00ebr eliminimin e varf\u00ebris\u00eb. Ai siguron kushtet e nevojshme p\u00ebr realizimin e t\u00eb drejtave t\u00eb tjera t\u00eb njeriut dhe \u00e7liron potencialin njer\u00ebzor. Nd\u00ebrsa Kina ka nxjerr\u00eb nga varf\u00ebria 850 milion\u00eb njer\u00ebz dhe ka intensifikuar fushat\u00ebn e saj masive t\u00eb rigjall\u00ebrimit rural me q\u00ebllimin p\u00ebrfundimtar t\u00eb prosperitetit t\u00eb p\u00ebrbashk\u00ebt p\u00ebr t\u00eb gjith\u00eb, ka shum\u00eb m\u00ebsime p\u00ebr t\u2019u nxjerr\u00eb, ve\u00e7an\u00ebrisht p\u00ebr vendet me ekonomi t\u00eb dob\u00ebt.<br \/>\nKina ka kontribuar n\u00eb mir\u00ebqenien e p\u00ebrgjithshme globale sepse \u00ebsht\u00eb e p\u00ebrkushtuar p\u00ebr t\u00eb mbrojtur, praktikuar dhe promovuar t\u00eb drejt\u00ebn p\u00ebr zhvillim dhe \u00ebsht\u00eb e gatshme t\u00eb bashkohet me komunitetin nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb ndar\u00eb filozofin\u00eb dhe p\u00ebrvoj\u00ebn e saj n\u00eb k\u00ebt\u00eb drejtim dhe p\u00ebr t\u00eb nxitur zhvillimin e q\u00ebndruesh\u00ebm p\u00ebr mbar\u00eb bot\u00ebn.<\/p>\n<p><strong>Kina dhe pjesa tjet\u00ebr e bot\u00ebs n\u00eb qasjen zhvillimore<\/strong><br \/>\nIdeja kryesore \u00ebsht\u00eb se si t\u00eb nd\u00ebrtohet nj\u00eb rend bot\u00ebror q\u00eb \u00ebsht\u00eb si i sigurt ashtu edhe i orientuar drejt zhvillimit, duke respektuar gjithashtu diversitetin dhe sovranitetin. N\u00eb dallim nga qasjet per\u00ebndimore, t\u00eb cilat p\u00ebrshkruhen k\u00ebtu si imponim i nj\u00eb modeli qeverisjeje dhe zhvillimi, GDI-ja argumenton se nj\u00eb model i till\u00eb nuk ka funksionuar n\u00eb m\u00ebnyr\u00eb efektive dhe se \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb shihet se si mund t\u00eb zbatohet universalisht. N\u00eb vend t\u00eb k\u00ebsaj, \u00e7do vend, me p\u00ebrzierjen e vet komplekse t\u00eb gjuh\u00ebs, kultur\u00ebs, fes\u00eb, filozofis\u00eb dhe let\u00ebrsis\u00eb, duhet t\u00eb gjej\u00eb rrug\u00ebn e vet t\u00eb zhvillimit pa imponime t\u00eb jashtme.<br \/>\nGDI-ja ofron at\u00eb q\u00eb vendet m\u00eb t\u00eb varf\u00ebra kan\u00eb m\u00eb shum\u00eb nevoj\u00eb: mb\u00ebshtetje afatgjat\u00eb me ekspertiz\u00eb dhe p\u00ebrvoj\u00eb.<br \/>\nGj\u00ebja m\u00eb e r\u00ebnd\u00ebsishme q\u00eb duhet t\u00eb aplikohet n\u00eb fush\u00ebn e zhvillimit \u00ebsht\u00eb se ai duhet t\u00eb adresohet n\u00eb m\u00ebnyr\u00eb gjith\u00ebp\u00ebrfshir\u00ebse dhe duhet t\u00eb b\u00ebhet me durim dhe k\u00ebmb\u00ebngulje. Arsyeja pse Per\u00ebndimi nuk ka qen\u00eb n\u00eb gjendje t\u00eb l\u00ebr\u00eb gjurm\u00eb n\u00eb k\u00ebt\u00eb fush\u00eb ashtu si\u00e7 ka b\u00ebr\u00eb Kina \u00ebsht\u00eb sepse Per\u00ebndimi e sheh at\u00eb p\u00ebrmes lentes s\u00eb bamir\u00ebsis\u00eb, sikur t\u00eb jet\u00eb duke b\u00ebr\u00eb nj\u00eb akt bamir\u00ebsie. Dhe s\u00eb dyti, nuk mund t\u00eb b\u00ebhet me kosto t\u00eb ul\u00ebt, dhe k\u00ebshtu ekziston kjo m\u00ebnyr\u00eb e \u00e7rregullt dhe episodike.<br \/>\nK\u00ebtu \u00ebsht\u00eb pozicioni ku Kina ka shk\u00eblqyer v\u00ebrtet. Nj\u00eb raport i koh\u00ebve t\u00eb fundit ka treguar se nismat e Kin\u00ebs kan\u00eb investuar 680 miliard\u00eb dollar\u00eb n\u00eb Jugun global, nd\u00ebrsa kontributi i Per\u00ebndimit dhe SHBA-s\u00eb \u00ebsht\u00eb n\u00eb rangun midis 75 dhe 100 miliard\u00eb, dhe ato jan\u00eb vende m\u00eb t\u00eb pasura.<br \/>\nDhe ky \u00ebsht\u00eb thelbi, kur Kina investon e b\u00ebn k\u00ebt\u00eb nga nj\u00eb pozicion respekti t\u00eb nd\u00ebrsjell\u00eb, e b\u00ebn k\u00ebt\u00eb nga nj\u00eb pozicion durimi dhe k\u00ebmb\u00ebnguljeje. Ka qen\u00eb nj\u00eb shenj\u00eb dalluese e administrat\u00ebs s\u00eb Presidentit Xi se kjo \u00ebsht\u00eb m\u00ebnyra se si duhet t\u00eb b\u00ebhet zhvillimi. Dhe kjo \u00ebsht\u00eb arsyeja pse Kina ka qen\u00eb n\u00eb gjendje ta p\u00ebrkthej\u00eb zhvillimin global n\u00eb nj\u00eb mund\u00ebsi tregtare, jo vet\u00ebm si nj\u00eb akt bamir\u00ebsie. Ashtu si Kina e sheh tranzicionin e gjelb\u00ebr jo vet\u00ebm si nj\u00eb sakrific\u00eb, por si nj\u00eb mund\u00ebsi tregtare, dhe kjo e b\u00ebn m\u00eb t\u00eb leht\u00eb angazhimin afatgjat\u00eb e p\u00ebr ta nd\u00ebrtuar mbi baz\u00ebn e respektit t\u00eb nd\u00ebrsjell\u00eb. Dhe kjo \u00ebsht\u00eb arsyeja pse mendoj se Kina ka lul\u00ebzuar n\u00eb k\u00ebt\u00eb hap\u00ebsir\u00eb.<br \/>\nGjat\u00eb dy dekadave t\u00eb fundit, Kina e ka zhvendosur strategjin\u00eb e saj t\u00eb zhvillimit nd\u00ebrkomb\u00ebtar nga nj\u00eb strategji dypal\u00ebshe n\u00eb nj\u00eb shum\u00ebpal\u00ebshe, ve\u00e7an\u00ebrisht me k\u00ebt\u00eb shtrirje, GDI-n\u00eb. Cili \u00ebsht\u00eb avantazhi i k\u00ebsaj strategjie? Sigurisht koha. Vet\u00ebm deklarimi i nj\u00eb bote shum\u00ebpolare nuk do t\u00eb thot\u00eb se gjith\u00e7ka do t\u00eb shkoj\u00eb mir\u00eb. Multipolariteti mund t\u00eb jet\u00eb kaos ose mund t\u00eb jet\u00eb konsensus dhe bashk\u00ebpunim, varet se si vendet e shohin nj\u00ebra-tjetr\u00ebn dhe si e kuptojn\u00eb nj\u00ebra-tjetr\u00ebn. Por nj\u00eb gj\u00eb \u00ebsht\u00eb e sigurt, zhvillimi ekonomik dhe paqja jan\u00eb absolutisht t\u00eb lidhura ngusht\u00eb.<\/p>\n<p><strong>Adresimi i pabarazive<\/strong><br \/>\nGDI synon t\u00eb adresoj\u00eb \u00e7\u00ebshtjen e zhvillimit t\u00eb pabarabart\u00eb dhe t\u00eb pamjaftuesh\u00ebm e t\u00eb p\u00ebrshpejtoj\u00eb zbatimin. Si\u00e7 ka th\u00ebn\u00eb Sekretari i P\u00ebrgjithsh\u00ebm i OKB-s\u00eb, Ant\u00f3nio Guterres,\u201dne duhet t\u00eb shp\u00ebtojm\u00eb Objektivat e Zhvillimit t\u00eb Q\u00ebndruesh\u00ebm\u201d, dhe kjo paraqitet pik\u00ebrisht si objektivi i GDI-s\u00eb.<br \/>\nVet\u00ebm rreth 12% e objektivave t\u00eb Axhend\u00ebs 2030 t\u00eb OKB-s\u00eb jan\u00eb aktualisht n\u00eb rrug\u00ebn e duhur, rreth 30% jan\u00eb jasht\u00eb rrug\u00ebs, dhe disa madje kan\u00eb r\u00ebn\u00eb n\u00eb regres. Varf\u00ebria \u00ebsht\u00eb rritur dhe uria \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar, me rreth 750 milion\u00eb njer\u00ebz q\u00eb vuajn\u00eb nga uria sot n\u00eb nivel global. N\u00eb k\u00ebt\u00eb kontekst, GDI shihet si nj\u00eb p\u00ebrgjigje ndaj nevoj\u00ebs urgjente p\u00ebr t\u00eb p\u00ebrshpejtuar zhvillimin dhe p\u00ebr ta afruar bot\u00ebn me arritjen e objektivave t\u00eb OKB-s\u00eb.<br \/>\nNj\u00eb ndryshim ky\u00e7 i theksuar midis qasjes s\u00eb Kin\u00ebs ndaj zhvillimit dhe qasjes tradicionale per\u00ebndimore \u00ebsht\u00eb se Kina thekson mekanizmat e qart\u00eb, t\u00eb orientuar drejt veprimit. Kjo p\u00ebrfshin investimet n\u00eb infrastruktur\u00eb, porte dhe lidhje dixhitale p\u00ebr t\u00eb leht\u00ebsuar n\u00eb m\u00ebnyr\u00eb aktive projektet. N\u00eb t\u00eb kund\u00ebrt, qasja tradicionale neoliberale p\u00ebrshkruhet si e mb\u00ebshtetur m\u00eb shum\u00eb n\u00eb kushte indirekte \u2013 t\u00eb tilla si kontrolli i inflacionit, sigurimi i nj\u00eb klime t\u00eb q\u00ebndrueshme biznesi dhe supozimi se zhvillimi do t\u00eb vij\u00eb automatikisht p\u00ebrmes forcave t\u00eb tregut. Argumenti \u00ebsht\u00eb se kjo qasje pasive nuk \u00ebsht\u00eb e mjaftueshme m\u00eb vete. Nga kjo perspektiv\u00eb, si Iniciativa \u201cNj\u00eb brez, nj\u00eb rrug\u00eb\u201d ashtu edhe GDI-ja pasqyrojn\u00eb nj\u00eb model zhvillimi \u201ct\u00eb shtyr\u00eb nga veprimi\u201d q\u00eb i jep p\u00ebrpar\u00ebsi nd\u00ebrhyrjeve praktike p\u00ebr t\u00eb b\u00ebr\u00eb q\u00eb zhvillimi t\u00eb ndodh\u00eb.<br \/>\nN\u00eb k\u00ebt\u00eb kuptim, GDI-ja paraqitet si nj\u00eb hap n\u00eb drejtimin e duhur drejt rip\u00ebrqendrimit t\u00eb v\u00ebmendjes globale n\u00eb zhvillim dhe adresimit t\u00eb sfidave t\u00eb p\u00ebrbashk\u00ebta globale. Roli i Kin\u00ebs ka qen\u00eb shum\u00eb i r\u00ebnd\u00ebsish\u00ebm n\u00eb k\u00ebt\u00eb drejtim, sepse ajo q\u00eb Kina ka b\u00ebr\u00eb n\u00eb Jugun Global \u00ebsht\u00eb krijimi i nj\u00eb platforme t\u00eb hapur. \u00cbsht\u00eb e gatshme t\u00eb bashk\u00ebpunoj\u00eb me k\u00ebdo q\u00eb d\u00ebshiron t\u00eb koordinohet me Kin\u00ebn p\u00ebr zhvillim n\u00eb vendet e treta.<br \/>\nKina mir\u00ebpret \u00e7do lloj iniciative q\u00eb ndihmon \u00e7do vend. Respekti, siguria, zhvillimi, paqja jan\u00eb t\u00eb gjitha t\u00eb nd\u00ebrlidhura. Pra, kjo ide se n\u00eb nj\u00eb far\u00eb m\u00ebnyre \u00ebsht\u00eb nj\u00eb loj\u00eb q\u00eb p\u00ebrfshin \u201cdiplomacin\u00eb e kurthit t\u00eb borxhit\u201d \u00ebsht\u00eb e pakuptimt\u00eb. Por fakti \u00ebsht\u00eb se shumica d\u00ebrrmuese e vendeve duan t\u00eb ken\u00eb rrug\u00ebn e tyre drejt zhvillimit dhe ato duhet t\u00eb respektohen n\u00eb lidhje me vendimet q\u00eb marrin p\u00ebr vendin e tyre \u2013 vendime q\u00eb nuk duhet t\u00eb diktohen nga aktor\u00eb t\u00eb jasht\u00ebm.<\/p>\n<p><em>S\u00eb fundmi<\/em>, p\u00ebrse filozofia e zhvillimit t\u00eb Kin\u00ebs mund t\u00eb ndihmoj\u00eb n\u00eb promovimin e prosperitetit global? Angazhimi i Kin\u00ebs p\u00ebr t\u00eb promovuar unitetin dhe bashk\u00ebpunimin, ku nuk ka r\u00ebnd\u00ebsi n\u00ebse nj\u00eb vend \u00ebsht\u00eb i vog\u00ebl apo i madh, i pasur apo i varf\u00ebr, i fort\u00eb apo i dob\u00ebt, b\u00ebhet t\u00ebrheq\u00ebse p\u00ebr vendet m\u00eb pak t\u00eb fuqishme q\u00eb duan t\u00eb trajtohen n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb dhe t\u00eb korrin frytet e zhvillimit mbar\u00ebbot\u00ebror. Dhe mbi t\u00eb gjitha, p\u00ebr \u00e7do nism\u00eb q\u00eb avancon Kina po p\u00ebrdor p\u00ebrvojat e saj t\u00eb brendshme, t\u00eb cilat kan\u00eb funksionuar dhe po korrin sukses.<br \/>\nN\u00eb udh\u00ebtimin e s\u00eb drejt\u00ebs s\u00eb tyre drejt modernizimit, populli kinez ka b\u00ebr\u00eb p\u00ebrpjekje t\u00eb m\u00ebdha dhe arritje t\u00eb r\u00ebnd\u00ebsishme. Kina ka b\u00ebr\u00eb p\u00ebrpjekje maksimale duke krijuar k\u00ebshtu nj\u00eb tjet\u00ebr histori suksesi p\u00ebr eliminimin e varf\u00ebris\u00eb, nga e cila vendet n\u00eb zhvillim mund t\u00eb m\u00ebsojn\u00eb shum\u00eb. Iniciativa p\u00ebr Zhvillimin Global po i paraqitet bot\u00ebs nga nj\u00eb vend q\u00eb eliminimin e varf\u00ebris\u00eb e b\u00ebri realitet dhe prioritet ka p\u00ebrher\u00eb mir\u00ebqenien.
